Human Resources committee  Thank you, Mr. Chair, for the question. The program is a very high-volume program. I think we heard about that a little bit earlier. Obviously the application period is designed to allow MPs to reach all of the employers in their communities who may be interested, so there's a fair opportunity to apply.

Human Resources committee  I'm going to turn to my operations colleagues to answer the specifics of the tracking. I will say that we do have significant conversations both with members of Parliament and with applicants who may, for example, require additional information on their applications. This is a routine part of the work in managing the application process.

Human Resources committee  Mr. Chair, this program is managed by the department, as you know, and we do seek decisions from the minister on the parameters of the program on an annual basis.

Human Resources committee  Mr. Chair, I believe it's well understood that advice to the minister is not something that we share with committees.

Human Resources committee  I can answer that, Mr. Chair. The queries that we get are very specific to the actual applications in almost all cases, so they would be things like “We have this additional piece of information that we'd like to provide to you.” We do have, as we talked about, the surveys that are mandatory for employers and that are voluntary for the youth.

Human Resources committee  In fact, every year we do look at how we could become more efficient. I will maybe add for context that the program operations branch that manages the Canada summer jobs program actually also manages a wide range of programs. Over 40 programs are run at ESDC, and 70 unique program streams.

Human Resources committee  Mr. Chair, as I mentioned before, any recommendations that we would make to the minister or any advice that we would provide in terms of efficiencies or other recommendations on the program are not documents that we can table.

Human Resources committee  From employers and MPs, we do have very specific processes. In particular, our Service Canada offices regionally are very much in touch with all 338 members of Parliament. As you can imagine, there are questions that come in during the application period—

Human Resources committee  Thank you for the question. We are at this time looking at an evaluation that would cover that type of data in terms of the types of jobs by category. We'll certainly take that one under advisement.

Status of Women committee  Madam Chair, what I'd suggest is that we deal with this specifically, because we're talking about very specific situations and conversations that we wouldn't have been involved in. Generally speaking, the MP's views are very much considered. If an organization has not met the general bar for being, for example, a safe workplace or a workplace where you would want to have a youth, then those kinds of decisions would have to be looked at carefully.

In terms of how the scoring works, when Service Canada has information sessions with MPs, they do go through the process of explaining what happens with the applications. The applications have to be assessed. They have to be looked at by the Service Canada officials.

Status of Women committee  Thank you, Madam Chair. Women and Gender Equality, as you may know, became a full department in December 2018 through legislation. We also grew that number that you're talking about essentially in the pandemic, when we received a significant influx of funds and other significant investments from the government for things like crisis lines and pandemic shelter support.
