Public Services and Procurement  Madam Speaker, the Minister of Public Services and Procurement, both in the House and in committee, stated that only 77 employees are affected by the new Phoenix payroll system. We all know that this is false. Everyone of us in the House have been barraged with calls from government employees unable to get their paycheques.

Gord McIlroy  Madam Speaker, I rise today to pay tribute to my friend Gord McIlroy, who passed away recently just short of his 91st birthday. Gord enlisted in the RCAF at age 17, at the height of World War II, and was in active service between 1943 and 1945. Gord and I spent many hours over drinks discussing every topic under the stars, but never his own wartime service.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I want to change the topic a bit. We heard previously some Liberals talking about broadband Internet across the country. I wonder if my colleague could comment on the fact that the Liberals seem to be pushing broadband as a universal right in their most recent budget but have broken their promise to provide palliative care.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I am proud to border my colleague's riding. I am also proud to have constituents in my riding who elected the member to the provincial legislature. I have to agree with my colleague about the disappointing performance of our Liberal colleagues from Alberta. We heard the Liberal member for Edmonton Centre say that a 35% increase in unemployment in Edmonton was not dramatic enough.

National Defence  Mr. Speaker, the Minister of National Defence testified that he could not even provide a ballpark timeline for the jet fighter replacement process. Now we learn that they are sole-sourcing the Super Hornet. Here is great news. The International Business Times reports that Canada's order of the Super Hornet would create thousands of jobs in the United States.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, my colleague brings up a very valid point that I spoke about as well, which is the general unfairness of how items, such as the transit infrastructure, are rolled out. There is a tiny portion for Edmonton, a tiny portion of Calgary, almost nothing for Regina, if anything, and yet there is a big chunk for cities that are predominantly Liberal and out east.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, my hon. colleague has brought up some very strong points that we both, oddly enough, agree on. I think this underlines the problem with the Liberal budget. When Conservatives and NDP both agree on very basic things, there is something wrong with the Liberal budget.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, it is clear that the budget would not invest in the future that the member is referring to. Canadians are not asking for a future of massive debt and massive taxes. The government ran on a specific promise to cap the budget deficit at $10 billion. Canadians are not saying they want a future of massive debt, that they want to bury their children and grandchildren in $120 billion of deficit spending over four years.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I rise in the House today to speak of the Liberal government's proposed line of credit plan, also known as budget 2016. As everyone can imagine, either from the last sentence or my previous speech on this bill, I am not a fan of this budget. The Minister of Finance and his parliamentary secretary have gone on ad nauseam about pre-budget consultations as a way to justify this mess of a budget.

Petitions  Madam Speaker, I have a petition to submit, signed by several hundred residents of the Edmonton area. The petitioners are calling on the House to pass legislation which would recognize preborn children as separate victims when they are injured or killed during the commission of an offence against their mothers.

Business of Supply  Madam Chair, the International Business Times reports that Canada ordering the Super Hornet would save thousands of jobs in the U.S. I am just wondering if the hon. minister could advise us, if we go with the Super Hornet, if we have done studies on how many jobs it will create in Canada as opposed to how many the F-35 will?

Business of Supply  Madam Chair, we learned a new word today for cut. It is “re-profiling”, as in re-profiling like a knife, or I re-profiled my finger on paper. The $3.7 billion that has been re-profiled five years down the road, after this first mandate is over, could the minister tell me which projects that is for?

Business of Supply  Madam Chair, the projects pushed back five years for the $3.7 billion, the Arctic ships, the planes. Is this solely matching money to when the projects are ready, or is the matter that the money is not available right now for five years?
