Elections Modernization Act  Speaker, I have a two-part response to that. First, when I talked about the use of the voter information card, I was very clear. There are 39 pieces of ID. There is no evidence at all that in the last election there was any problem for anyone in being able to vote as a result of the voter information card not being one of those permissible forms of ID.

Elections Modernization Act  Specifically, it would eliminate the requirement to show an identification card, making it acceptable to simply produce a voter information card received in the mail. The problem is that the voter information card does not actually identify the individual who holds it; it is simply a card that got sent sent to an address.

Procedure and House Affairs committee  If you are looking at utility bills in a household, they are often under one name and not the other. Having the voter information card as proof of address, when the name on the voter information card matches the name on the other piece of required ID, is of assistance to those voters. When we talk about that, we talk about it in terms of accessibility, but I think there is another aspect that is also important and that is the aspect of dignity.

Elections Modernization Act  Elections Canada has been very clear that it is not a voter identification card but a voter information card, and that it has not been allowed. With over 980,000 instances of incorrect information on these cards, I wonder how my colleague can actually say that the voter information card is a valid piece of ID.

Elections Modernization Act  Second, for Canadians who may not even have the wherewithal to possess a voter information card, we will reintroduce the old, pre-Harper system of vouching, which allows a registered voter to vouch for the identity of another person. Mr. Harper's legislation eliminated vouching and was strongly criticized at the time by the Chief Electoral Officer of Canada.

Elections Modernization Act  What were the actual challenges? They disenfranchised voters, and they denied the use of voter information cards. This measure led to about 400,000 Canadian citizens being denied their right to vote in the 2011 election. The former chief electoral officer stated at the time that the bill contained measures that “undermine the bill's stated purpose and will not serve Canadians well.”

Elections Modernization Act  The voter information card does both of those things. When voters receive their card, it means that they are obviously on the voter's list. This also means that the address is correct, or else they would not have received their card.

Elections Modernization Act  Mr. Speaker, the minister talked about using a voter information card and reinstating that as a form of identification. In the last election 986,613 voter information cards were reported to have inaccurate information, were sent to wrong addresses, and had erroneous information.

Elections Modernization Act  Speaker, one of the recommendations from Elections Canada, having had the opportunity to analyze the impact of the changes that the previous government made in eliminating vouching and voter information cards, was that we bring back voter information cards. In fact, I mentioned earlier that over 160 experts on elections felt it was the wrong decision, and Stats Canada has said that in fact 170,000 Canadians who ought to have been able to vote did not have the opportunity as a result of that.

Elections Modernization Act  In his 2011 compliance report for Elections Canada, Harry Neufeld, an independent elections expert, recommended “widening use of the Voter Information Card as a valid piece of address identification for all voters.” To ensure that only Canadian citizens are able to vote, the bill would authorize the Minister of Immigration, Refugees and Citizenship to provide the Chief Electoral Officer with information about permanent residents and foreign nationals living in Canada.

Democratic Reform  Mr. Speaker, one of the recommendations of Elections Canada was to restore the voter information cards and vouching to the process. That is one of the reasons why we are doing it. Stats Canada tells us that in the last election 170,000 Canadians did not have the opportunity to vote because of the Conservatives' decision to put an end to vouching and to get rid of the voter information cards.

Procedure and House Affairs committee  The fundamental issue that relates to people being able to vote without identification, the various mechanisms that have been provided, such as the use of the voter information card and so on, all comes down to the question ultimately of whether people have the right to vote. Some people turn up with ID—I've done it myself—who sometimes don't have time to get back.
