Fall Economic Statement Implementation Act, 2023  Mr. Speaker, the government member just said that, since 2015, the Liberals have recognized that the federal government needs to be involved in housing. That is not true. I am the representative for the NDP on HUMA. The housing minister of the very recent past refused to acknowledge that the Liberals have a market-driven lens on their take on housing.

Fall Economic Statement Implementation Act, 2023  Madam Speaker, it is almost 12 noon; it is 11:45 a.m. I have been here since we started sitting this morning at 10 a.m., and the Conservatives have been playing games all day today, trying to delay this important work to get support to people. I am thinking specifically about the Canada disability benefit and all of those people who are waiting for that money to come to them.

Questions Passed as Orders for Returns  With regard to the making of regulations for the Canada Disability Benefit: (a) what additional costs associated with living with a disability is the government taking into consideration when setting the amount of the benefit; (b) what are the average annual costs for persons with disabilities, both in dollars and as a percentage of disposable income, for (i) food, (ii) housing, (iii) medical expenses, (iv) assistive devices, (iv) transportation; (c) for the costs identified in (b), what are the average annual costs for persons without disabilities?

Questions Passed as Orders for Returns  With regard to the Freshwater Action Plan: (a) what is the total amount of funding committed, broken down by each priority watershed identified in the plan; (b) what is the total amount of funding, broken down by each priority watershed identified in the plan; (c) what is the total amount of funding spent for freshwater protection in British Columbia?

Housing  Madam Speaker, I thank the member for the comments. I certainly appreciate him for highlighting the work of SHARE in our community. SHARE is one of the largest organizations in our community and has so many services for people. I really appreciate the work SHARE does in the Tri-Cities.

Housing  Madam Speaker, the cost of living is past the breaking point for many people in my riding of Port Moody—Coquitlam and the government's lack of action to build affordable homes is pushing more people to be homeless this winter. Many shelters are at full capacity across the nation and Canadians are unable to find adequate housing solutions in their communities.

Questions Passed as Orders for Returns  With regard to the Canada Emergency Response Benefit and the Canada Recovery Benefit: (a) how much does the government estimate is owed in repayments; (b) how many individuals owe repayments; (c) how many individuals in (b) reported an income below the low-income cut off on their 2022 income tax return; (d) what is the lowest amount owed; (e) what is the highest amount owed; (f) what is the average amount owed; (g) of the individuals owing money, how many does the government estimate were victims of fraud; (h) of the total estimate amount owed, how much does the government expect to (i) successfully recover, (ii) recover from those whose income is below the low-income cut-off; and (i) how much does the government intend to spend on staff time and resources to recover these debts, broken down by department, agency or other government entity?

Business of Supply  Madam Speaker, the member knows that my grandpa's farm was in Asquith, Saskatchewan, and I spent much of my childhood out on that cattle farm, jumping on hay and picking eggs up from the chickens. However, I want to talk about corporate greed in the grocery stores. I worked in the grocery industry for over 20 years; every time a new product comes into a large corporation, the corporation wants hundreds of thousands of dollars from the supplier to get what is called a “listing” in the grocery stores.

Persons with Disabilities  Madam Speaker, I can feel that there is support and desire there, and I really appreciate that. However, the problem is there are people who are unable to pay their rent and unable to pay for food and medication. With the cost of living, they cannot wait any longer. The government is hiding behind consultation, trying to scare people by saying that the success of this benefit is tied to how long it is delayed, which is a cop-out.

Persons with Disabilities  Madam Speaker, persons with disabilities are continuing to live in poverty with no relief from the government. We have seen rents soar over the last year, pushing many Canadians out of the housing market and into being unable to afford safe and adequate housing. For persons with disabilities, accessing housing that meets their needs is nearly impossible.

Persons with Disabilities  Mr. Speaker, in Canada, over half of women with disabilities are living on less than $10,000 a year. They cannot afford the medication they need, nutritious food or housing. Women with disabilities who are facing intimate partner violence cannot afford to get away or to move out of their homes.

Affordable Housing and Groceries Act  Madam Speaker, I would just reiterate that the local food infrastructure fund is severely underfunded. It is oversubscribed, just like the rapid housing initiative. Will the government go back and increase the local food infrastructure fund so that projects can be funded so that people do not have to go hungry in Canada?
