Cost of Living Relief Act, No. 1  Mr. Speaker, that is a very big question and it deserves a very big answer, but I think members would agree that we do not have much time. I quite agree with my colleague. However, I believe fundamentally in the economic resiliency of our regions, as well as as our urban centres and businesses.

Cost of Living Relief Act, No. 1  Mr. Speaker, there is so much to do. I feel privileged to rise to speak to Bill C-30 and other pertinent essential measures that I will be commenting on in the House. People are already experiencing the pain of the “prerecession” in the wake of the pandemic and the Liberals' financial complacency concerning government spending.

National Council for Reconciliation Act  Madam Speaker, the Bloc Québécois agrees in principle. However, our concerns remain. Last spring, we unanimously passed a motion to ensure that indigenous communities have all the resources they need to lift the veil on the true history of residential schools. The funding needs to be ongoing and predictable to promote healing.

Cost of Living Relief Act, No. 1  Madam Speaker, I just want to take a moment to share the concerns of my constituents in Beauport—Côte-de-Beaupré—Île d'Orléans—Charlevoix about the current labour shortage. I very much appreciated the speech from my colleague from Trois-Rivières, who stressed the importance of taking care of seniors and the unemployed.

Online Streaming Act  Madam Speaker, I simply want to again applaud the expertise of the member for Drummond, who worked so hard and so thoroughly. I also applaud the brilliant idea of reviewing this law every five years. Could my colleague tell us what he thinks the future holds for Bill C‑11 and what amendments he predicts will be made in five years?

Ann‑Renée Desbiens  Mr. Speaker, one of the greatest assets of my riding are the high-performance athletes who bring joy to our community. One of those athletes is here today on Parliament Hill. It is Ann-Renée Desbiens, who brought Olympic gold home to Charlevoix. A native of Clermont who now lives in beautiful Saint‑Aimé‑des‑Lacs, the woman who is known as “the Great Wall of Charlevoix” has collected so many national and international titles that she has basically rewritten the U.S. college circuit record book.

Online Streaming Act  Madam Speaker, I thank my colleague for his speech. I share his concerns. He also made reference to people that he and his party consulted. Unfortunately, we have noticed that it is always the same person who is consulted, while the member for Drummond has long consulted all the organizations that represent content creators and the creative industry.

Fisheries and Oceans  Madam Speaker, the federal government shut down the herring and mackerel fisheries just two days before the season was to start, and it did so without even mentioning compensation, knowing full well that action was almost certain. With 48 hours' notice, Ottawa pulled the rug out from under Quebec fishers, who now have no income after they made significant pre-season investments in their boats and equipment.

Fisheries and Oceans  Madam Speaker, we need to manage fish and humans. We have just three sitting days left. Our fishers need compensation, and they need it now, not in six months. Even the Minister of National Revenue and member for Gaspésie—Les Îles-de-la-Madeleine has said that suspending the fishery without compensation was unacceptable and showed a lack of understanding of the situation.

Government Business No. 16—Proceedings on Bill C‑11  Mr. Speaker, I thank my colleague from Avalon, for whom I have tremendous respect. We are both members of the Standing Committee on Fisheries and Oceans. We all appreciate his work as chair, so I would like to take this opportunity to thank him. I also want to thank him for his speech.

Government Business No. 16—Proceedings on Bill C‑11  Madam Speaker, I thank my colleague for her question. We worked on Bill C‑10. We consulted the entire creative industry, all the groups, all the associations. In the end, we failed because the Senate blocked it. We started over with Bill C‑11, which is more fleshed out. We tweaked a few details to keep everyone happy.

Government Business No. 16—Proceedings on Bill C‑11  Madam Speaker, it is the same sense of urgency that would be felt by anyone who is invested in a project and is desperately waiting to reap the rewards. I believe that every economic exercise requires a return on investment. What content creators are hoping for with this law is a fair return on their investment.

Government Business No. 16—Proceedings on Bill C‑11  Madam Speaker, absolutely, there is plenty of consideration for first nations' works in this legislation. This is about broadcasting content via television and radio. The Bloc Québécois, through my colleague from Drummond, has worked very hard to ensure that French-language content and first nations' works are protected.

Government Business No. 16—Proceedings on Bill C‑11  Madam Speaker, I thank my colleague opposite for her constructive question, which gives me an opportunity to speak to this point. Witnesses in committee demonstrated that there is no risk of censorship in this bill. These are just political tactics to slow down our work in the House, and I find that fundamentally unacceptable.

Government Business No. 16—Proceedings on Bill C‑11  Madam Speaker, I cannot believe that it is mid‑June and we are still debating the long-awaited bill to reform the Broadcasting Act. We have been waiting for 30 years. My colleague, the member for Drummond, and his colleagues at the Standing Committee on Canadian Heritage almost managed to pass Bill C‑10, the first version of the current Bill C‑11, in the last Parliament.
