Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I am pleased to speak this morning to Bill C-32, the fall economic statement implementation act. More specifically, I will be talking about a very exciting research institution that should have been mentioned in the fall economic statement but was not. The Canadian Institute for Public Safety Research and Treatment, or CIPSRT, is headquartered in my riding, at the University of Regina.

Government Spending  Mr. Speaker, people in Regina—Wascana and Canadians across the country are having trouble making their mortgage payments. This week, the Bank of Canada increased lending rates by 50 basis points. That was the sixth consecutive rate hike this year. With housing becoming less and less affordable, almost all Canadians are starting to worry about paying for the roofs over their heads.

Uighurs and other Turkic Muslims  Madam Speaker, it is always a privilege and a pleasure to be able to rise in this House to speak on behalf of the constituents of Regina—Wascana. There have been many times when I have risen in this House to speak, but I would have to say there have been few on an issue as important and as serious as this one, the issue of freedom for the Uighur people, or for any people, for that matter, but in this particular case, we are talking about the Uighurs and their right to live their lives as they so choose free of government oppression.

Taxation  Mr. Speaker, according to the Parliamentary Budget Officer, a majority of Canadians pay more in carbon taxes than they get back from this government. That means the rising cost of groceries, home heating and filling the car up with gas will only get worse as this government proceeds to triple the carbon tax.

Questions Passed as Orders for Returns  With regard to the public order emergency declared in February 2022: (a) did any minister, including the Prime Minister, minister’s exempt staff, including Prime Minister’s Office's employees, or departmental official, brief, prior to 4:30 p.m. on February 14, 2022, any New Democratic Party member of Parliament, or any of their staff, about plans to declare the emergency; and (b) if the answer to (a) is affirmative, (i) what are the details of that briefing or briefings, (ii) was any representation made at a briefing that in declaring an emergency, the government would be acting on the advice of law enforcement, and, if so, what are the details of that representation?

Questions on the Order Paper  With regard to the Green and Inclusive Community Buildings program, of the $1.5 billion in funding to be delivered, since the program’s announcement on April 14, 2021: (a) what are the details of the projects approved to date, including the (i) name of each project approved, (ii) dollar amount of funds distributed to each project, (iii) name of each recipient of funding, (iv) location of each project by city, town or village, (v) province or territory; (b) what are the criteria and metrics used to determine which projects are eligible for funding; and (c) what are the criteria and metrics used to determine which projects receive funds, if different from (b)?

Agriculture and Agri-Food  Mr. Speaker, Saskatchewan is the breadbasket of the world and leads the country in the production of wheat, canola and many other crops. That takes fertilizer, lots of fertilizer. Recently, the government announced its plan to make Canadian farmers ration fertilizer by 30%, causing the price of groceries to skyrocket and leaving many Canadians going hungry.

Saskatchewan Roughriders  Madam Speaker, the Canadian Football League regular season kicks off tonight, and the Saskatchewan Roughriders’ home opener is this Saturday at Mosaic Stadium in Regina. This year, the green and white will be victorious in all regions of the country, including Atlantic Canada, when Wolfville, Nova Scotia, hosts a game against the Toronto Argos on July 16.

Questions on the Order Paper  With regard to the government providing NDP members with special briefings in the days prior to April 7, 2022, about the content of the 2022 budget: (a) on what dates did these briefings occur; (b) which NDP members were invited to the briefings; (c) were any NDP staff allowed to attend these briefings, and, if so, which ones; (d) who from the government, including both elected and departmental officials, provided the briefings to the NDP members; (e) what precise information was provided in the briefings; (f) is it the position of the Department of Finance that none of the information contained in the briefings could have had any market implications, and, if so, who determined that position; and (g) if there was any possible market impacting information contained in the briefings, what written assurances, if any, did the government require to ensure that profits could not be made as a result of the advance information provided?

Questions Passed as Orders for Returns  With regard to reports of "March madness expenditures" where the government makes purchases before the end of the fiscal year so that departmental funds do not go unspent, broken down by department, agency or other government entity: (a) what were the total expenditures during February and March of 2022 on (i) materials and supplies (standard object 07), (ii) acquisition of machinery and equipment, including parts and consumable tools (standard object 09); and (b) what are the details of each such expenditure, including the (i) vendor, (ii) amount, (iii) date of the expenditure, (iv) description of the goods or services provided, (v) delivery date, (vi) file number?

Business of Supply  Mr. Speaker, I would like to request a recorded division.

Infrastructure  Madam Speaker, Regina city council has identified the construction of a new aquatic centre as a top priority in its recreational master plan. Fortunately, enough money has already been allocated to the city through the investing in Canada infrastructure program. Unfortunately, much of that money is going unspent because it is locked into mothballed public transit projects.

Filipino Heritage Month  [Member spoke in Filipino] [English] Madam Speaker, I say happy Filipino Heritage Month. June is Filipino Heritage Month, a time when Canadians celebrate with their Filipino friends and neighbours. Over the years, Filipino Canadians have contributed to our economy and cultural diversity in many ways, not least of which by establishing dozens of Jollibee restaurants across the country, including the one on Quance Street in Regina, just down the street from my constituency office.

The Budget  Madam Speaker, I think we can all agree that there has to be a transition to clean energies at some time, but I am of the belief that global warming and the energy transition are long-term problems that require long-term solutions. The war in Ukraine is not a long-term problem. People are literally being bombed to death today in Ukraine, so I think we need to prioritize the war in Ukraine for the foreseeable future.

The Budget  Madam Speaker, the short answer is yes. We do need research and development into clean energy technologies if we are ever going to deal with global warming. I would say that one source of clean energy that we need to do more with is carbon capture and storage. I had the opportunity just a couple of weeks ago to visit the Boundary Dam project just outside of Estevan, Saskatchewan.
