Canada-Newfoundland and Labrador Atlantic Accord Implementation Act  As an individual who grew up on the west coast of Canada, near Alaska, and who worked at a cannery during his high school years, along with my mother and a number of my aunts, those industries no longer exist. However, there needs to be transition for all industries as we move forward. We see that in many industries in Canada. In this case, there needs to be collaboration and consultation with the fishers.

Health committee  Julian's filibuster earlier, that this is just phase one and that phase two is coming—“Just wait, the cheque's in the mail”—so Canadians will have to wait yet a bit longer for that. It remains to be seen what that will be: Perhaps at that time it will be those drugs for cardiac patients, or maybe a rare disease strategy or access to those medications that so many Canadians are unable to receive or afford and for which they have to go to other jurisdictions to get coverage and treatment.

Criminal Code  According to the sponsor of the bill in the Senate, Julie Miville-Dechêne, a 2018 report from Public Safety Canada explains that victims are often reluctant to report their situation, since they tend to believe that the success rate of prosecutions is very low. Prosecutors, for their part, find it difficult to reach the high threshold of evidence required for trafficking cases. The statistics are startling. In 2019, 89% of human trafficking charges resulted in a stay, withdrawal, dismissal or discharge.

Canada-Newfoundland and Labrador Atlantic Accord Implementation Act  It is time for us to move forward with this legislation and unlock the potential of the Canadian offshore wind energy industry. The longer that Parliament waits to designate a new regulatory body for permitting offshore wind, the more opportunities Canadian workers will miss out on. Major offshore wind projects are already being developed in the North Sea and on the American east coast, attracting significant investment.

No, what would they do? Quite frankly, I have no idea what they did. I would suspect that they dreamt up this pharmacare pamphlet of four pages somehow in-house.

Business of Supply  This spending power has become a disease that is more serious than we suspect. I sat on the Standing Committee on Health for several months. We have reached a point where, when we say that Quebec's jurisdictions must be respected, we are told that it is no big deal, that spending power lets us do whatever we want. I heard my colleague from Thunder Bay—Rainy River and my NDP colleagues say so.

Health committee  MacDonald, maybe you could make this clear to the committee. Is there a joint CDA and CADTH, or is CADTH no longer relevant and just out of the picture altogether? Perhaps before I go on, you could make that clear to the committee. Is the governing structure now solely the Canadian drug agency and not CADTH, or is there some sort of overlap at the current time?

Privilege  That said, institutional mechanisms are still important. I think our colleague said that. If, in the very House itself, the Speaker no longer has the confidence of a large portion of this Parliament, it acts like a wrench thrown into an extremely precise spot in the works, causing them to break down. Partisanship aside, the office of Speaker has some very high-level requirements.

Privilege  Although it is all well and good to see the third gaffe as relatively minor, I would say this to my colleague: We are in a crisis, not only because the Speaker has made serious errors in view of his status, role and office, but we have been in a crisis for several months. Respect no longer exists in the House. For me, this is one more factor that reinforces and lends credence to the motion calling on the Speaker to resign. Does my colleague agree that the House is not functioning normally in terms of respect, order and language?
