Broadcasting Act  The difficulty is that these little mental droppings she gave to us about her thinking of having a CRTC review, which I happened to see in ink in the newspapers, indicated that she was going to have the CRTC review itself. Heaven forbid that we should get into another $2.5 million Juneau boondoggle as we did with the CBC review. That was pretty ridiculous when the budget for the CBC review I believe was struck at around $900,000 and the Canadian taxpayer ended up paying out over $2.5 million for it.

Speech From The Throne  If only this government would cease to suck the life out of our national economy, young people would be able to find real jobs instead of relying on this son of the Company of Young Canadians or whatever it is the government has in mind. The government then proposed to introduce another business subsidy boondoggle, this time for environmental technologies, biotechnology and the aerospace industry. Will this be a continuation of the de Havilland-Boeing-Bombardier saga? The word on the street is that there is $300 million in pork which will be available to those with the appropriate Liberal and Quebec connections.

Unemployment Insurance Reform  I am talking about creating sustainable long term jobs, and not with these billion dollar boondoggle projects. In his last report the auditor general said there is absolutely no evidence that training is accompanied by new jobs. The $1.1 billion needed for these wasteful programs will come at the expense of part time workers.

Agriculture  My office has received hundreds of complaints from both grain and livestock producers who are fed up with this boondoggle. An example is a recent letter I received signed by over 100 beef and grain producers incensed that compensation will not go to forage acres but will include other livestock feed crops.

Employment Equity Act  Once again the friends of the minister have mismanaged millions of taxpayers' dollars at Cornwallis Park Development Agency in what has been called potentially the biggest boondoggle in the last two decades. Jobs, jobs, jobs. What does it mean to the Liberal minister for Atlantic Canada, the minister of public works? Once again we see that the minister of public works has his own version of job equity.

The Environment  I am sure the Deputy Prime Minister would agree that it is critically important to ensure that the moneys actually go to where they are intended to go, which I am sure is her intent. I hope the program does not become like the Tory green plan, a $2.5 billion boondoggle that went nowhere. The hon. minister knows that. I am sure she will look into ensuring that the same mistakes are not made. I ask the minister to look at her own back yard in Hamilton.

Canada-United States Tax Convention Act, 1984  We might say that some of the tax breaks, tax loopholes or tax exemptions are beneficial. Some are absolute boondoggles and some are debatable. Do Parliament and government give priority to a process that would see the elimination of some tax exemptions and as a result take a major step toward reducing the accumulated debt and deficit?

Highways  The mayor of Amherst says if this case was not found to be legally wrong, "I would certainly consider it morally wrong". This boondoggle will cost some companies upward of $400,000 annually, just so the minister of public works can buy some boats in his riding. Since the questions of morality, fairness and ethics are being raised not only by the Reform Party but indeed by the people who live and some people who have died on this treacherous stretch of the highway, even some guy from the fifth party-

Income Tax Act  On the public accounts committee we were dealing with what became known as the resource allowance boondoggle; $2 billion of tax money went down the drain because of this simple little loophole and an inefficient civil service. To recap, in 1980 the government and an oil company agreed to disagree on the assessment of income tax.

Budget Implementation Act, 1995  We need assurances from the minister that this will not happen, that it will not be allowed to happen. The public servant who wrote this letter suggests that this boondoggle could cost the taxpayer in excess of $200 million. We in the Reform Party of Canada will watch the Liberals. We will hold their feet to the fire to make sure that they are not going to merely transfer from the public service an equally expensive and maybe even a more expensive contracted service in another sector, just for the sake of saying they met a bottom line on the job count.

Firearms Act  Neither law-abiding firearm owners nor other taxpayers deserve to be burdened with an expensive system the minister cannot prove will cut down on crime or improve public safety. Taxpayers could be paying for this boondoggle for decades to come. If there was any real prospect that the additional registration procedure would make a significant impact on violent crime, there would be reason to support such a plan.

Justice  I wonder if the parole board would consider mandatory supervision one more time for this habitual criminal. Mr. Gibbs promised to clear up boondoggles such as this in the parole board. We on this side of the House are watching and wish him well.
