Tax Avoidance  Madam Speaker, I thank my colleague from Sherbrooke for his question. A Canada-Barbados tax treaty has existed since 1980. It was amended in 1999, retroactive to 1994. The international treaty states that if a shell company exists in Barbados, when the profits are repatriated to Canada, the company or repatriated profits must be taxed and the taxes must be paid here.

Tax Avoidance  Madam Speaker, I thank my colleague from Mount Royal. Section 5907 that is targeted in the motion focuses on Barbados. That is Canada's tax haven. Some $71 billion is hidden there. By way of comparison, when it comes to Panama, we are talking about $128 million. Nonetheless, section 5907 also deals with 28 other tax havens, including Panama.

Tax Avoidance  moved: That, in the opinion of the House, the government should put an end to the widespread tax avoidance practised by many shell companies set up in Barbados by Canadian companies, by amending subsection 95(1) of Income Tax Act and section 5907 of the Income Tax Regulations to specify that no business that is entitled to a special tax benefit conferred by Barbados under the Canada-Barbados Income Tax Agreement Act, 1980, shall be exempt from taxation because of a tax treaty.

Taxation  Mr. Speaker, the government has once again dismissed the unanimous will of Quebec. I will give it a second chance This morning, the Quebec National Assembly unanimously adopted another motion. It calls on the federal government to work with Quebec to implement the motion I will be moving this evening, which will put an end to the shameful use of tax havens in Barbados.

Motions for Papers  Madam Speaker, I would ask you to call Notice of Motion for the Production of Papers No. P-9 and I would call for the question. That a humble Address be presented to His Excellency praying that he will cause to be laid before the House a copy of the agreement between the federal government and the Government of Quebec, mentioned by the Quebec Minister of Finance in the National Assembly of Quebec on March 9, 2016, that will force both governments to honour the amnesty agreements made with tax evaders.

Taxation  Mr. Speaker, the Minister of National Revenue just announced that 100 investigators would be hired to identify tax fraud. That is all well and good, but the problem is that it is essentially legal to use tax havens, since Liberal and Conservative governments drafted the tax rules specifically to allow profiteers to repatriate their profits without paying anything here.

Agriculture and Agri-Food  Mr. Speaker, under the supply management system that the government has promised to protect, the milk we consume in Canada must be produced here. A few weeks ago, the minister himself acknowledged that imported milk proteins are problematic. The minister has not backed up his fine words with a solution to this serious problem, which is hurting Quebec dairy producers.

Income Tax Act  Mr. Speaker, I thank my colleague for his question. We support Bill C-2. Yes, it will have an impact, but we feel it should have gone much farther. Let me go over the numbers. This measure will apply to incomes between $45,000 and $90,000 or more, but the gross income must be $51,000, which means there is no direct tax measure for two-thirds of taxpayers.

Income Tax Act  Mr. Speaker, I thank my colleague for the question. Yesterday, the Bloc Québécois expressed what it would like to see in the budget, and we also presented our expectations to the Minister of Finance. We held more than a hundred consultations throughout Quebec to meet with different players, and one of the recommendations that came out of the consultations is to increase the tax rate for Canadian banks.

I am well aware that higher taxes on the very wealthy can have a negative impact, and that is something we always have to take into account in developing fiscal policy.

Income Tax Act  Mr. Speaker, what I like best about Bill C-2 is the tax hike for the richest 1%. In my opinion, the income gap is too wide and that is the most glaring problem in our current capitalist society, together with the extreme pressure that our economic system is placing on the environment.

Canada Revenue Agency  Mr. Speaker, given that Quebec is not yet a country, it is at the mercy of Ottawa's decisions in matters of international taxation. The decision by the Canada Revenue Agency to grant an amnesty to 20 millionaires who were hiding their money in tax havens deprives Quebec of revenue it needs.

Business of Supply  Mr. Speaker, I would like to thank the member for his eloquent explanation of the importance of the certification process for flight approval. However, if we look at certification by U.S. organizations, we see that the timelines are exceedingly long. I would like to know whether the member believes that this could be a deliberate attempt to delay entry of the C Series aircraft onto the U.S. market and, therefore, to help Boeing.

Foreign Investment  Madam Speaker, one would swear that the member got Kafka to write his notes. Unless there was a translation error, it seem as though the government is pretending not to understand. Since Quebec is merely a province, Canada controls foreign investments within our territory. I realize that Rona is a Quebec company and the rest of Canada could not care less about it, or so it seems, but at least Canada could pretend to show some concern for Quebec, even just a little, as a common courtesy.

Foreign Investment  Madam Speaker, the potential sale of Rona to American giant Lowe's has a lot of Quebeckers concerned. The first issue is that while Rona has hundreds of small hardware stores across the province, Lowe's is an expert in big-box stores. Since Lowe's paid twice the price to get its hands on Rona, some are worried that it will shut down smaller stores to increase profits and finance its takeover bid.
