Industry committee  If creators do not have adequate copyright protection, how might cultural and linguistic creativity suffer, especially in Quebec? What measures could be taken to mitigate the potential impact?

International Trade committee  You know, I have trepidation, because a lot of times we'll see large companies trying to corner markets by developing patents, intellectual property, patents pending or copyrights on various pieces in the manufacturing process or in the end product. Are there any large companies in the United States, for that matter, that are doing that? I think about that, and the reason I asked that question is that I think of drug companies that try to patent the size and shape of a pill or the colour of a pill.

Industry committee  I'm not an administrative law expert, but the way a mistrial works, in terms of the deference courts may give to tribunals, is linked to the expertise of a tribunal. Let's say it's the copyright context. It doesn't mean the decisions themselves are always followed. They're definitely not, but at least the starting point is that they recognize there has been expertise brought to bear.

National Security Review of Investments Modernization Act  We need to be in a position to protect our industries, the AI and the technological advancements that are taking place today. That is why we have things such as copyrights and patents. We do not want a company from abroad coming into Canada, buying something and then taking it out of Canada. Canada loses out because of that leading technology that was part of a company.

Industry committee  Thank you to the member for that great question. The government announced consultations on the link between AI and copyright in order to bring needed clarity to the role of copyright in the age of AI and all sorts of new technologies. The aim is to ensure that creators in creative industries are fairly compensated.

Industry committee  That is clear. Switching topics, I want to discuss copyright, especially as it pertains to AI. The government pledged to ensure a modern and innovative market. Copyright in the AI realm opens the door to infinite possibilities and tremendous concerns.

Copyright Act  The House resumed from October 6 consideration of the motion that Bill C‑244, An Act to amend the Copyright Act (diagnosis, maintenance and repair), be read the third time and passed.

October 18th, 2023House debate

Industry committee  That's something that will have to be resolved given the growing overlap between privacy rights, human rights, competition rights and copyright. We see that in the AI world, but elsewhere as well. Working together can be advantageous for everyone, Canadians and industry. I did put forward eight other recommendations that the minister did not say he agreed with.

Industry committee  The top three risks in this report included privacy. The first one was disinformation and misinformation. There were risks to copyright. The risks to privacy were third, and you had risks of exaggerated biases and discrimination. Those are the top risks. I would agree with that categorization.

Finance committee  You were very clear in terms of what you want us to do around improving economic circumstances, copyright law and AI, and I really want to say I appreciate that. You mentioned the Online Streaming Act, so I wouldn't mind asking you a quick question on that. I know it's estimated to generate around $1 billion for the Canadian creative sector.

Finance committee  AI must evolve in a way that respects human inspiration, creativity and ingenuity. In this new world of AI, it's more urgent than ever to resolve the inequities of the Copyright Act as well. Today, audiovisual performers—that's actors—need the same protections that are afforded to musicians under this legislation. Thank you. We welcome your questions.

Information & Ethics committee  For example, if something were to meet our guidelines for bullying, or if something were to meet our community guidelines for violative impersonation of, particularly, public officials...and there's copyright as well. We have intellectual property guidelines. Those could all be instances where that material would be removed. I can't speak to specific instances. I don't work on the trust and safety team.
