Business of Supply  Madam Speaker, having been a member of OSCE and having spent time in Tbilisi and Berlin talking to people from the European Union about this issue, I know they are not as ideological as the member is indicating. They understand the necessities. They know what is happening with the Nord Stream 1 and Nord Stream 2 pipelines and they recognize the significance of the damage that is being done.

Business of Supply  Madam Speaker, I always appreciate having an opportunity to discuss issues with the member from the Bloc on the environment committee. What we are talking about today is significant. We talk about provincial issues and how provinces can help their communities. One of the aspects that I know Quebec talks about is this one, the question of how it can help to reduce greenhouse gas, and not just in Quebec, where it has done a good job.

A lot of times it was to go to watch my Eskimos play football, but that is a different story. They are facing severe hardships due to the dramatic escalation of gas prices while the federal government enjoys increased revenue collected off the 5% GST, as well as the HST and QST.

Business of Supply  Madam Speaker, when I think about the things I have heard, when I have been there in eastern Europe and had an opportunity to speak to those people who are looking at their own physical security, I think that is really the critical aspect of this. I know what has happened in order to stop pipelines going through Ukraine, which is the reason the Nord Stream projects were there and the reason that Germany decided it would be able to bypass the pipeline, but it would be $2 billion a year that Ukraine would not get.

It seems as though we are picking on the page and a half out of 12 that I spoke about energy, but I really have talked to people from the Albertan Ukrainian community. These are the things that are so important to them, and that is something we are also able to do.

Business of Supply  Madam Speaker, I have always appreciated the opportunity to talk about important issues in Canada with the member for Guelph. I suppose I would go back to the premise I mentioned before. This was in 2014 and 2016, when the Ukrainian people were talking about action. In the proceeding six years since then, we decided to cut off our ability to be able to help and be a major player in this particular area.

In 2016 and then again in 2018, I attended the OSCE, which is the organization for security and co-operation in Europe, for parliamentary missions first in Tbilisi, Georgia, and then in Berlin.

Jack Daines  Madam Speaker, in 2009, I paid tribute to a dear friend, Jack Daines, who had just entered the Alberta Sports Hall of Fame as a rodeo builder. In addition to being a two-time saddle bronc champion, Jack started the world-renowned Daines Ranch Rodeo with a cowboy in mind. His contribution to the sport of rodeo in Canada was unsurpassed.

Act Respecting Certain Measures Related to COVID-19  Madam Speaker, I would be happy to talk about health care, the health care system and the things we could do to help. What we are talking about today is whether we should be taking this bill to committee to discuss those things that are important. As the provinces go into cancelling the restrictive COVID measures, there is the potential for the uptake of rapid tests to rapidly decline.

Questions Passed as Orders for Return  With regard to government projections on the impact of inflation and rising interest rates on homeowners: (a) what are the government's projections and analysis related to the impact that higher prices on essential goods, due to inflation, will have on the ability of homeowners to make mortgage payments; (b) does the government have any estimates on how many homeowners won't be able to make their mortgage payments as a result of inflationary pressures, and, if so, what are the estimates; (c) does the government or the Canada Mortgage and Housing Corporation have any projections related to the average increase in mortgage payments as a result of future interest rate increases, and, if so, what are the projections; and (d) does the government have any estimates related to the number of homeowners who will be unable to afford their mortgages as a result of future interest rate increases and, if so, what are those estimates?

Resumption of Debate on Address in Reply  Mr. Speaker, I appreciate the speech the member just presented; however, there is one aspect that all Canadians should be thinking about, and that is how best to help the entire globe, and that is certainly not to take a run at Alberta's oil sands, because if we look at the way our oil sands are developed and the ecological aspect of them, they are world class.

Criminal Code  Mr. Speaker, I believe there is a difference in the realities of urban and rural communities, such as the one I represent, when we look at firearms, the related activities and so on. If we wanted to talk about firearm legislation, then we should talk about that, not throw in the long gun registry, firearms for hunters and so on.

Criminal Code  Mr. Speaker, I have a federal institution in my riding and have a lot of opportunity to speak with people, so I understand the circumstances of those who are incarcerated. I want to mention I was a teacher for 34 years. I know the biggest victims of youth crime are youth. It is the same sort of situation that occurs in some of these communities we are speaking of.
