Oil and Gas Industry  Mr. Speaker, according to S&P; Global, Canada will be one of the global drivers of oil production in 2024. With the 5.3 million barrels a day it wants to produce, Canada will be one of the main sources of the world's increased crude oil supply. With support from the Liberals and Conservatives, it is not just Canada's climate change targets that the oil companies are threatening, it is the whole world's targets.

Canada—Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, I believe my colleague was referring to one of the key issues negotiated at COP15, which Canada co-chaired with China last year. One of the commitments was to protect or conserve at least 30% of the world's oceans through marine protected areas. As I said earlier, the Liberal government did decide to protect certain areas, but then it changed its mind and opened them up to oil and gas exploration.

Canada—Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, it is not surprising that the premiers of the provinces involved are in favour of this bill. For these provinces, more oil exploration simply means more money. That is putting it bluntly, but that is what it boils down to. We agree on why this bill needs to get to committee quickly.

Canada—Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, that is a very interesting question. I wanted to address that in my speech, but I ran out of time. I wanted to talk about the fishers in the Gaspé region and the Magdalen Islands. My riding covers part of the Gaspé, but there are also fishers in the Lower St. Lawrence.

Canada—Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, I am very pleased to speak to Bill C‑49. I have not taken part in debate on a bill in quite some time. I am sorry if I am a little rusty. First of all, this bill is a bit more complicated than it appears. As we all know, this is not the first time that we have debated about this.

Canada—Newfoundland and Labrador Atlantic Accord Implementation Act  Thank you, Madam Speaker. I really appreciate it. As I said earlier, the main purpose of this bill is to regulate the energy industry in marine environments in eastern Canada. Understandably, this mainly concerns oil and gas development, which my party and I regularly denounce here in the House, but also, as other colleagues mentioned, future activities related to the renewable energy sector, namely, offshore wind power off the east coast.

Canada—Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, I do not think that it is necessarily a bad thing to want to regulate the marine energy industry in eastern Canada. However, we are not talking only about future wind energy projects. For example, this bill also addresses oil and gas exploration and development. At a time when we are in a climate emergency, and when scientists tell us that we must quickly stop using fossil fuels, does my colleague believe it makes sense that his government wants to double oil production within the next few years?

Canada—Newfoundland and Labrador Atlantic Accord Implementation Act  Madam Speaker, at the end of his speech, my colleague spoke about the various impacts of voting against Bill C‑49. I wonder whether a vote for Bill C‑49 is a vote for increased oil and gas production in eastern Canada. I think that is a fair question. I would like to know what my colleague thinks about that.

Climate Change  Mr. Speaker, September 2023 is the hottest September on record. The temperature of the water in the Gulf of St. Lawrence has hit record highs, with unprecedented marine heatwaves. The trees planted in Saguenay-Lac‑Saint‑Jean to reduce our carbon footprint burned in this summer's wildfires.

Natural Resources  Mr. Speaker, last week at the UN, Canada was reminded that it is one of the largest expanders of fossil fuels in the world. It is a major oil-producing country, as the Minister of Environment and Climate Change likes to remind everyone. Instead of standing up for themselves, the Liberals are proud to prove the UN right.

Business of Supply  Madam Speaker, the Conservative Party is taking an impressive intellectual shortcut by connecting the carbon tax to the rising cost of living. Not once in their speeches have we heard them say that we need to make more of an effort to fight climate change. We never hear them say what my colleagues said earlier, that the oil companies made $200 billion in profits in 2022.

Business of Supply  Madam Speaker, I often hear the Minister of Environment say that greenhouse gas emissions decreased in 2022. Let us remember that, in 2022, we were just coming out of the pandemic. We had not broken free of it quite yet. Yesterday, I read an article from the Canadian Climate Institute that said that, according to research, emissions actually rose in 2022.

Climate Change  Mr. Speaker, last week, as the Climate Ambition Summit was in full swing, we learned that Canada intends to double Newfoundland's oil production by 2030. Yes, that is right: double its oil production. Yesterday, the Conservatives even applauded the government's move. Long live Canada, a great oil-producing country, as the Minister of Environment would say.

Climate Change  Mr. Speaker, 2023 is on track to be the hottest year on record. Massive, unprecedented wildfires raged throughout British Columbia, Alberta, the Northwest Territories, Nova Scotia and Quebec. Biodiversity is threatened and oceans are warming to record levels. Meanwhile, the Liberal-Conservative coalition is applauding the increased drilling in the Atlantic Ocean.

Climate Change  Mr. Speaker, while the Minister of the Environment was gallivanting around New York and had the nerve to lecture Quebec about the fight against climate change, his government did more than just pay lip service. Yes, it took action. What did his government do? What did the Liberals do during the UN summit on climate ambition?
