Petitions  Mr. Speaker, I am pleased to present petitions today. The first is from people in and around Calgary, submitted by Crista Keating, James Howe, and Sally Lewis. These petitioners are concerned about recently proposed tax changes, as are many Canadians. They are concerned that the proposed changes will make it more difficult for small businesses and those struggling to make them a success.

Petitions  Mr. Speaker, I am pleased to present a second petition today from hundreds of people in and around Calgary. The petitioners are concerned about the way the Chinese government has dealt with Falun Gong practitioners. They are calling on Canada's government to condemn illegal arrests of Falun Gong practitioners, and more specifically, calling for the immediate and unconditional release of Canadian Ms.

Petitions  Mr. Speaker, the third petition I am pleased to present is from dozens of Calgarians. This petition was submitted by my constituent Cindy Berg. The petitioners ask that the government abandon its unfair tax changes. These petitioners are concerned about the negative effect it will have on small businesses and employment in Canada.

Cannabis Act  Mr. Speaker, I sit on the health committee along with a number of other wonderful people, and we do some good work. We listened to many presenters on this bill at committee, one in particular being Professor Steven Hoffman, an expert in international law who teaches at Osgoode Hall Law School.

Cannabis Act  Mr. Speaker, I welcome the investment, because we need it, and law enforcement agencies need it. They told us at committee that they welcome the money but they need time, and they do not have enough time. July 1 is eight months away. The Canadian Association of Chiefs of Police and numerous associations around the country are thankful for the money but they need time.

I am very passionate about this issue, as many of us are here in the House. I have a background in education. My family runs a private school in Calgary, the Webber Academy.

Cannabis Act  It is well known, Mr. Speaker. Testimony given by the Canadian Medical Association stated all about the very harmful effects marijuana has on the developing brains of youth. We all know that. If we smoke marijuana during the brain development period between zero and 25 years of age, we are highly susceptible to conditions that could occur.

Cannabis Act  Mr. Speaker, I rise today to contribute to the debate on Bill C-45, which proposes to legalize recreational marijuana use here in Canada. The medicinal use of marijuana in Canada is, of course, already permitted when prescribed by a doctor, and I support that measure. However, what we are considering here today is the recreational use of marijuana, using drugs for fun.

It was presented to me by Jeenan Kaiser, Lorna Ly, Alam Randhawa, and Suzie Lee, all from ONE UCalgary. The petitioners are asking the government to address the fact there are 130 million girls not in school around the world.

Criminal Code  Madam Speaker, absolutely we need proper testing equipment, scientifically proven and tested, that will accurately detect whether or not a driver is impaired by drugs. Right now, we do not have that in place. Therefore, why are we moving ahead with legalizing this drug when we do not even have the proper testing equipment in place for police officers around the country to determine whether individuals are impaired?

Criminal Code  Madam Speaker, all of the presentations at committee on this subject have been made, but I encourage the member to read the Hansard of the committee to see what was said. It clearly indicates that there is deep concern among police associations throughout Canada and many others, including the Canadian Medical Association, about impaired driving.

Criminal Code  Madam Speaker, today I rise to contribute to the debate on Bill C-46, which proposes a number of changes to impaired driving legislation in Canada. More specifically, this legislation is proposing a number of changes in anticipation of the passing of Bill C-45, which seeks to legalize marijuana in Canada.

Ethics  Mr. Speaker, the finance minister failed to declare his offshore corporation to the Ethics Commissioner. He was required to disclose it two years ago, but he claims that he did not because of early administrative errors. No one is buying that. He hid this from Canadians until he got caught.
