According to the Canadian Federation of Independent Business, 250,000 small and medium-sized businesses, or SMEs, are at risk of closing this year because they are unable to repay their CEBA loans on time.

The Canada emergency business account is a government program, not a banking service. It was created by the government, and struggling businesses want to negotiate and sign agreements with the government.

350th Anniversary of City of Terrebonne  Mr. Speaker, I would like to say hello to my dad. I would like to wish a happy anniversary to the residents of Terrebonne, who are celebrating their city's 350th anniversary this year. Since it was founded in 1673, the face of Terrebonne has been shaped by the construction of a flour mill, and then by the arrival of the textile industry.

Committees of the House  Mr. Speaker, I want to thank my colleague for her speech. Fundamentally, we agree. The housing crisis has reached catastrophic levels. We need to build 1.1 million housing units over the next 10 years. That is how many units it was determined we need. However, in the last five years, the federal government managed to build only 200,000.

Government Business No. 26—Amendments to the Standing Orders  Madam Speaker, I want to congratulate my hon. colleague for her excellent speech, which stands out from the other speeches that were all about lofty theories and the broad principles of modernization. She showed us what real democracy is. It means taking care of one another above all else.

In his speech, my colleague talked about lofty values and democracy. I would like him to come down from the clouds and talk about where much of the democratic work really happens in Parliament, which is in committees.

Government Business No. 26—Amendments to the Standing Orders  Mr. Speaker, my colleague talks a great deal about partisanship. However, this is the first time that a party has tried to change a fundamental aspect of House operations without the unanimous consent of the House. Other changes were started and then stopped due to a lack of unanimous consent in the House.

Small Business  Mr. Speaker, the government has such a habit of letting its work be done by Crown corporations and officials that it cannot even answer its own questions. The deadline of December 31 seemed reasonable at the start of the pandemic. It was believed that the economy could be put on hold and then re-opened, and that that would be the end of it.

Small Business  Mr. Speaker, during lockdown at the beginning of the pandemic, the government brought in the emergency business account. It provided loans of up to $60,000, $20,000 of which was forgivable if the loan was paid off by a certain deadline. That was the right thing to do. Some 900,000 business owners needed it.

Budget Implementation Act, 2023, No. 1  Madam Speaker, the majority of what we are voting on today under ways and means will go into the economy, but through tax credits for questionable environmental projects. How does my colleague explain that this government says one thing and makes itself out to be a champion of the environment, but then funds fossil fuels, with no means to ensure accountability, to boot?

While the government is currently lending Trans Mountain $3 billion, which aligns with the Conservative Party's loyalties to fossil fuels, the Conservative Party has been droning on ad nauseam for months about the need for fiscal restraint.

I would like to have a bit of clarity on something. Clause 510 officially recognizes Charles III as King of Canada. One of the Conservative Party's motions calls for this clause to be deleted.

I know that the topic is important to him. I would like to hear him speak about the environment as well. Bill C‑47 is very short on environmental proposals, to put it mildly.
