Public Safety  Madam Speaker, although the work of the commission has concluded, we know that the grief and loss of the families and communities will remain forever. Yesterday, we received the report from the commission. It is a road map to pursue necessary changes, whether within the RCMP or in regard to semi-automatic firearms or gender-based violence.

Medical Isotopes  Madam Speaker, Canada is a global leader in the production of life-saving medical isotopes, which are used in medical imaging, cancer therapy, disease prevention and medical device sterilization. Canada's isotopes sterilize over 25 billion pieces of medical equipment a year, making up 70% of the world market.

Public Safety  Mr. Speaker, today is a difficult day for the families and communities in Nova Scotia. All MPs in this House are thinking about them and holding them in their hearts. This morning was the release of the Mass Casualty Commission's report. We will be considering and carefully reviewing the recommendations in the report.

Public Safety  Mr. Speaker, our thoughts go out to the family of the individual who the member mentioned and to any individuals who are the victims of violent crime. Our government is taking needed action to deal with violent crime, including gun control. However, most importantly it is taking a multipronged approach to it by dealing with mental health, investing in mental health and investing in communities through the building safer communities fund.

Public Safety  Mr. Speaker, any kind of spike in violence, like the one on the TTC, is concerning to all of us. That is why we work with municipalities, like the City of Toronto and the City of Vancouver, to invest in the root causes of crime. That is why we are making investments in mental health.

Criminal Code  Madam Speaker, we are seeing women's rights around the world under threat. I highlighted in my own speech the threat to women and girls, their rights in Afghanistan and how egregious they are. However, I find it a bit rich when the hon. member stands up on providing aid to countries that are in such dire need when he has been such a vocal opponent of women's reproductive rights, in particular filibustering a study at the foreign affairs committee on providing resources for organizations that provide sexual and reproductive health in countries around the world.

Criminal Code  Madam Speaker, I think there are lessons to be learned from how the original legislation was drafted. As the hon. member knows, the original legislation was drafted by a previous government. We have been trying to find a way to put in place something that respects what is in the Criminal Code but still allows agencies to deliver aid.

Criminal Code  Madam Speaker, you are welcome to answer if you wish. As I mentioned previously, groups like Canadian Women for Women in Afghanistan, which have been doing such incredible work under a previous Taliban regime, are going to be able to do what they do best on the ground. There are other organizations.

Criminal Code  Madam Speaker, the hon. member knows full well that Canada's terrorist financing regime is contained in the Criminal Code. Work needed to be done to ensure that we were amending the Criminal Code in a way that would give aid organizations the ability to deliver aid in Afghanistan.

Criminal Code  Madam Speaker, I applaud the hon. member's advocacy and work on behalf of women and girls not just here in Canada but around the world. I know that groups like Canadian Women for Women in Afghanistan are continuing to find ways to provide assistance to women and girls in Afghanistan, often doing it at great risk to their own lives.

Criminal Code  Madam Speaker, I had not heard those concerns, so I thank the hon. member for bringing them forward. I will say that Canada was unique among other countries in the way that our terrorist financing regime was designed. It was included in the Criminal Code, so it made it more difficult to make exemptions compared to what other countries have done.

Criminal Code  Madam Speaker, it is truly an honour to begin debate today on Bill C-41. This legislation aims to address important aspects of the deepening crisis in Afghanistan and responds to Canadian humanitarian aid agencies and their pleas to be able to deliver relief to a country on the brink.

Questions on the Order Paper  Mr. Speaker, with regard to part (a), in Canada, the legislative authority for border services officers to give effect to the import prohibition of goods mined, manufactured or produced wholly or in part by forced labour is subsection 58(1) of the Customs Act, which is the authority to determine the tariff classification, together with tariff item 9897.00.00 of the customs tariff.

World Tuberculosis Day  Mr. Speaker, this Friday, March 24, marks World Tuberculosis Day. TB continues to infect people around the world and right here at home. In Canada, people affected by TB are mostly newcomers or indigenous peoples. Inuit communities are especially affected, with rates of tuberculosis over 280 times greater than non-indigenous peoples.

Democratic Institutions  Mr. Speaker, we agree that foreign interference should never be a partisan issue. That is why we appointed someone who is independent, has an impeccable background and will be able to review everything available when it comes to foreign interference in our elections and make recommendations.
