Cannabis Act  Madam Speaker, I am pleased to rise today to speak in support of Bill C-45, an act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts. I think all members will agree that protecting the health and safety of Canadians is a key priority for all orders of government in Canada.

Health  Mr. Speaker, I was saddened to read today that the leader of the official opposition has adopted Stephen Harper's approach to the opioid crisis. He is proposing that people with addiction issues should be arrested and incarcerated instead of being provided the help they need to stay alive and work toward a healthy future.

Canadian Patient Safety Week  Mr. Speaker, the third leading cause of death, behind cancer and heart disease, is patient safety incidents, with just under 28,000 deaths across Canada. This is equivalent to a patient safety event occurring in Canada every 13 minutes. Medication incidents are one of the leading causes of patient safety harm in health care.

Bahá'u'lláh  Mr. Speaker, this weekend, Bahá’is in Coquitlam and Port Coquitlam celebrated the 200th anniversary of the birth of Bahá'u'lláh, the prophet founder of the Bahá’i faith. Unity of humanity and world peace are among the main principles of the Bahá’i faith, and these values are of the utmost importance.

Criminal Code  Mr. Speaker, the objective or goal here is not necessarily to limit the amount of a substance in a person's system, but to prevent people from driving while they are impaired by any substance. It is absolutely difficult for us to ascribe particular levels of individual impairment to particular THC or alcohol levels, although with alcohol it is much easier.

Criminal Code  Mr. Speaker, the contemplated roadside testing for THC is not to test for impairment but for THC levels. It is a legislated requirement under this bill that one of the requirements for exercising the right to operate a motor vehicle is to have a blood alcohol level below a certain level of THC.

Criminal Code  Mr. Speaker, this legislation does not legalize driving under the influence of any drug. It is already illegal to drive in any impaired state. What this law does is to provide additional tools for police officers to detect such driving circumstances. I think we would all be naive to believe that people are not driving under the influence of marijuana or other drugs.

Criminal Code  Mr. Speaker, I am pleased to speak today in favour of Bill C-46, an act to amend the Criminal Code (offences relating to conveyances) and to make consequential amendments to other acts. We have heard moving testimony about this issue, both here in the House and before the Standing Committee on Justice and Human Rights.

Health  Mr. Speaker, the B.C. Coroners Service announced last week that the province's death toll from suspected overdose now stood at 1,013, more than the entire number recorded during 2016. We know this is an urgent public health crisis. Could the Minister of Health tell us what she is doing to address this deadly epidemic?

Export and Import Permits Act  Mr. Speaker, notwithstanding the member's concern over domestic implications here, we have been firmly assured there would be no such implications to domestic users. Canada has, however, in the past 25 years sold $5.8 billion in weapons to countries with questionable human rights records.

Terry Fox  Mr. Speaker, 37 years ago, Terry Fox ended his Marathon of Hope. On September 17, along with runs in communities all across Canada, Port Coquitlam hosted the Terry Fox Hometown Run, where 3,000 participants walked or even danced across the finish line. I am reminded of Terry's words.

Citizenship Act  Mr. Speaker, the very first immigration or refugee case that came to my attention as a brand-new member of Parliament was such a case. A woman had received refugee status because her husband was a refugee, but she herself was not persecuted or in fear for her life in her home country.

Citizenship Act  Mr. Speaker, I certainly agree that this is a beneficial amendment. Particularly in this world where so many children are affected by conflict and may have lost one or more parents or may have been separated from their parents, it is all the more urgent that we be able to accept them as potential citizens and that they be able to apply for citizenship in an orderly manner.

Citizenship Act  Mr. Speaker, I would like to thank the member for Willowdale for sharing his time with me. I welcome the opportunity to speak today about Bill C-6. The legislation would send a clear message to Canadians and indeed anyone who aspires to become a Canadian citizen that Canada is a country of inclusiveness and fairness.

May Day Festival  Mr. Speaker, last week Port Coquitlam celebrated its annual May Day festival. The festival kicked off at the beginning of the week with May pole dancing, followed by terrific music by Port Coquitlam's own Chersea. The rain finally stopped on Saturday morning, just as the Rotary May Day parade began.
