Situation in Ukraine  Mr. Speaker, Canada has already been supplying non-lethal gear to Ukraine since 2014. As I have already stated publicly, if we were to provide so-called lethal weapons, Russian soldiers would not be shaking in their boots. Canada is unfortunately not in a position to provide the anti-tank or anti-aircraft weapons Ukraine would need to hold off Russian aggression.

Situation in Ukraine  Mr. Speaker, in my youth I visited Poland when it was under the communist regime. At the time, General Jaruzelski was in power in Warsaw. I was also able to travel to Hungary and Czechoslovakia, which both had communist governments. I understand that these countries sought to get out from under the control, or at least the influence, of their powerful neighbour Russia, then the Soviet Union.

Based on what speech, what intervention, what press release can she say that? What intervention by the Bloc Québécois can she refer to to claim today that we support Russian aggression?

Situation in Ukraine  Mr. Speaker, I must say that I was somewhat surprised by the minister's answer to my question a few moments ago. To use a mixed metaphor, I would say that my ears could not believe my eyes. Is the minister suggesting that if we were to push for a diplomatic solution, if we were in favour of that, if we insisted on it, we would be playing into Russia's hands?

Situation in Ukraine  Mr. Speaker, the minister rightly pointed out that 100,000 Russian troops have been amassed on the Ukrainian border. If that sounds familiar, it is because last winter and spring there were also some 100,000 Russian troops amassed at the Ukrainian border. As members know, I am vice-chair of the Canada-Ukraine Friendship Group, and the chair of this group is here today.

Situation in Ukraine  Madam Chair, I thank the Prime Minister for his remarks. The government keeps repeating that it favours a diplomatic approach to resolving this potential conflict, but apart from crying wolf, what is Canada actually doing? In my view, diplomacy means dialogue, but there does not seem to be any dialogue with either side.

Health  Mr. Speaker, the science on COVID‑19 is clear. No one in the world is safe until everyone in the world is. We will never get out of this pandemic if we have to keep battling new variants emerging from countries that have low vaccination rates because of a lack of resources. It is not rocket science.

Health  Mr. Speaker, the minister does not seem to understand that the variants are developing because of the low vaccination rate around the world. Negotiations on the vaccine patent waiver for developing countries are at a standstill. We see that Canada's passiveness is contributing to putting entire populations at risk.

Criminal Code  Mr. Speaker, I was Quebec's public safety minister when the Conservative government passed Bill C-10, which introduced mandatory minimum sentences. No matter what you call it, the lowering or elimination of mandatory minimums may perhaps send a confusing message in the current context, where there are concerns about firearms circulating and about the crimes being committed with them, especially in the greater Montreal area, but also in Toronto and other metropolitan centres in Canada.

Criminal Code and Controlled Drugs and Substances Act  Mr. Speaker, I thank my colleague for her excellent speech. She emphasized her previous professional experience in community-based services. As I was listening to her speech, I thought of my own previous experience as Quebec public safety minister. She said that Bill C‑5 sends a somewhat contradictory message and then she also pointed out that minimum penalties do not guarantee that violence will be reduced.

Supplementary Estimates (B), 2021-22  Madam Chair, I see that the minister is avoiding the question on Palestine. A few days ago, at the United Nations General Assembly, Canada voted against three resolutions on Palestine. The first was on the peace process, the second was on the Syrian Golan, which is indirectly related, and the third was on Jerusalem.

Supplementary Estimates (B), 2021-22  Madam Chair, I do not believe that going against the entire international community is in any way helpful to the peace process in the region. I would like to point out that this resolution appeared relatively balanced to me because, among other things, it condemned the rocket attacks against the Israelis and sought to establish safe and secure borders for both countries, including Israel.
