Canada Labour Code  Madam Speaker, in the spirit of the holidays, I wonder whether my colleague from Northumberland—Peterborough South would grant me a few words about the topic of the bill, which is the use of replacement workers during strikes and lockouts. I listened intently to what he shared with the House, and while he touched on many different topics, and I know he is a very intelligent person, he did not speak to the actual topic of the bill at hand, Bill C-58, which is about finally banning replacement workers during strikes and lockouts.

Canada Labour Code  Madam Speaker, it is real and distinct honour to rise this evening and speak to Bill C-58, which would ban the use of replacement workers in strikes and lockouts. This is a bill that is the result of a lot of work over a lot of years by a lot of folks. The other day, I had a chance to stand at the press conference here in the foyer when the tabling of this bill was announced.

Climate Change  Mr. Speaker, this morning, the environment minister told our committee that “we need to pick up the pace” when it comes to fighting climate change. Notably, this is from the minister who is responsible for the pace in fighting climate change. At COP28, the world called for a rapid move away from fossil fuels, yet, here at home, fossil fuel emissions are rising, the industry is expanding and this minister's key policy of the emissions cap will not come into effect until 2026.

Rail Passenger Priority Act  moved for leave to introduce Bill C-371, An Act to amend the Canada Transportation Act (passenger rail service). Mr. Speaker, I am pleased to rise today, as the NDP's transport critic, to table the rail passenger priority act. As many in this chamber know, Canada lags behind much of the world when it comes to passenger rail.

Committees of the House  Mr. Speaker, I would like to express my disappointment that I am unable to rise today to table a petition on behalf of several chambers of commerce in northwest B.C. and hundreds of small businesses across Canada, concerning the CEBA loans and partial loan forgiveness. This is something supported by the Canadian Federation for Independent Business and many other organizations.

Business of Supply  Madam Speaker, I have appreciated the work that the hon. parliamentary secretary has done on sustainable finance. I know he is sincere about the need to act on climate change. I wonder, around carbon pricing, if the parliamentary secretary can riddle me this: There are viable affordable alternatives to home heating oil, yet his government put in place a carve-out for the price on carbon.

Climate Change  Mr. Speaker, after a summer of record wildfires and drought, Canadians want a federal government that is serious about fighting climate change with the urgency that it demands, yet we see climate pollution from the oil and gas sector going up year after year, while its CEOs rake in record profits.

I very much look forward to the member's province following suit in short order. We obviously have the opportunity, should this bill pass at second reading, to strengthen it at committee.

Canada Labour Code  Mr. Speaker, I heard my friend, in his speech, decry the fact that the Conservatives voted repeatedly for back-to-work legislation, yet, if memory serves, the Liberal Party was right there with the Conservatives when the Port of Montreal was out on strike and when Canada Post was out on strike.
