Cannabis Act  Mr. Speaker, I want to congratulate my colleague on her decision to support Bill C-45. I would like to know what you plan to do as a member of Parliament. I know what I am going to do in my region. I would like to know how you will—

Cannabis Act  Mr. Speaker, they have to give us this one. I was in teaching for 16 years, so I did a lot of communications. If I went back to teaching, I would invite professors not just from Quebec but from all over Canada to get involved and put the information out there. We would see that young people are not that crazy after all.

Cannabis Act  Mr. Speaker, I would like to congratulate my colleague across the way. I know he is an articulate guy, but I have not heard him say a single positive thing even though we have plenty of positive solutions. Earlier, you said—

Cannabis Act  Let me finish. People were talking earlier about communication. We have a program in the works. I have a suggestion for you as a former professor. We need to reach out to our Quebec professors too.

Committees of the House  Mr. Speaker, I would like to congratulate our colleague from Saanich—Gulf Islands. As she said, she travelled across Canada with the other committee members. I think she made a very positive contribution. The member mentioned a referendum, and I would like to hear more about that.

Business of Supply  Mr. Chair, I will use the four minutes for my speech. I thought I had 10 minutes, so I will shorten my speech. I am pleased to take part in today's discussion on the main estimates for the Department of National Defence. This evening's debate has allowed us to address a wide range of topics concerning the Department of National Defence and the Canadian Armed Forces.

Canadian Armed Forces and Flooding  Mr. Speaker, like other places in Quebec and across Canada, Laval was struck by terrible flooding. This awful situation, which I saw first-hand, did, however, showcase the exemplary sense of duty of our military personnel. I also witnessed this sense of duty when I was part of the Canadian delegation sent to France to commemorate the 100th anniversary of the Battle of Vimy Ridge.

Business of Supply  Mr. Speaker, I would like to quote a letter of recommendation from General Fraser concerning the Minister of National Defence: I rate him as one of the best intelligence officers I have ever worked with—fearless, smart, and personable, and I would not hesitate to have him on my staff at any time in the future.

Social Development  Mr. Speaker, the Government of Canada committed to developing a Canadian poverty reduction strategy. A consultation process was launched in February to give people the opportunity to discuss key poverty-related issues online and in person. My colleagues from Laval and I will be holding a public consultation to hear what our constituents have to say.

The Budget  Madam Speaker, I will talk about something that I am very interested in and that goes to my colleague's question as well. I invite her to read the results of the defence policy review when they are released. It just so happens that they address the issue of veterans. I am convinced that this document will give us the tools and information we need to move forward and better support our troops.

The Budget  Madam Speaker, I thank my colleague for his question. Among the other measures in budget 2017, there is a $1.26 billion investment for the creation of the strategic innovation fund, which will help our businesses continue to make Canada a leader in innovation, clean technologies, and many other vibrant and emerging sectors.

The Budget  Madam Speaker, I thank my opposition colleague for the question. Our government is committed to the well-being of our seniors. Last year, we increased the guaranteed income supplement for seniors living alone. This year, as I said in my speech, we announced significant support for initiatives related to affordable housing, thereby promoting the security and independence of seniors who need improved accessibility in their home.

The Budget  Madam Speaker, I will be splitting my time with the member for Avalon. With spring in the air, I rise in the House with great optimism to speak to budget 2017. However, before saying anything more, I would first like to take this opportunity to thank my constituents. I have had the privilege of rising in the House for more than a year thanks to their confidence in me.

French Language  Mr. Speaker, the 22nd Dictée Lavalloise was held on Saturday. I rise today to congratulate those who participated in this family activity. As a former teacher, I am delighted with the success of this dictation, administered simultaneously in Quebec and in France. I also rise to mark the International Day of La Francophonie and to highlight the language that binds us together around the world and here at home from coast to coast to coast.

National Defence  Mr. Speaker, on July 30, 1974, a tragic accident befell cadets attending camp on the Valcartier base. A live grenade exploded inside a barracks packed with more than 130 cadets, killing six of them and injuring dozens more. The lives of many Canadians were changed forever. Can the Minister of National Defence tell the House what has been done to ensure that survivors of this terrible tragedy receive adequate care and support?
