Democratic Reform  Mr. Speaker, repeating oneself is not the same as answering the question. When we see the Liberal majority on the committee and the government's insistence on not really consulting Canadians, then we wonder what is really going on here. It is simple. Ontario, British Columbia, and Prince Edward Island held referendums in the past, which legitimizes the process.

Order of Canada  Mr. Speaker, today I rise to recognize Dr. Kathryn J. Hannah of Calgary who will be invested tomorrow into the Order of Canada for her efforts to promote the use of information technology to enhance nursing care in Canada and abroad. Dr. Hannah, a proud member of the nursing profession since 1965 and a pioneer in the field of nursing informatics in Canada, has published foundational works and created practical applications of information technology to improve the nursing practice and enhance health care.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I thank the member for his question, but that continues the same point as I mentioned before. It is fiction. Small business entrepreneurs, the writers of books, do not need the government's support to basically finance their operations. Good books get recognized. Good books get purchased, no matter where they are.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I would like to thank the NDP member for her question. She touched on a number of subjects and so it will be difficult to answer in 60 seconds. Nevertheless, I would say that before deciding to run up such deficits over several years and put the future generation into debt, they should think hard about it.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I will be on extra good behaviour. I have a pair of eyes looking down on me today belonging to an eight-month-old. Epiphany is on January 6. I only had my epiphany this week. I actually figured it out. I figured out that the balanced budget promises and the small deficits that the Liberals are proposing, and have proposed in the past, are a work of fiction.

Criminal Code  Mr. Speaker, obviously I was not a member of the government in the previous Parliament, but the Conservatives called for national consultations, appointed a panel and heard from Canadians on what they wanted to see in the bill. Again, the current government could have tabled a bill in December or January and kicked off the process in the House to ensure we would have enough time to get it to committee, have a fulsome consideration of section by section and leave enough time for the Senate to also contribute to the debate.

Criminal Code  Madam Speaker, I was worried that the member had almost become mute after the Manitoba election results. The previous government called national consultations and started the process of hearing from Canadians on what they wanted to see in the bill. It is an excuse to say that the timetable is so short.

Criminal Code  Madam Speaker, as I rise today to speak about the grave implications of Bill C-14, I am reminded of the Yiddish proverb, which says: “From fortune to misfortune is a short step; from misfortune to fortune is a long way”. I am afraid that the legislation being brought forward by the current government is a short step to misfortune, and the path with proper safeguards would be a long one.

Taxation  Madam Speaker, business professionals are worried about the Liberal tax hikes on small professional corporations. Dr. Melanie, a physician in my riding, has said that these tax changes would mean less clinical hours in the community. That means less front-line health services. The Prime Minister thinks small businesses are just ways for wealthier Canadians to avoid taxes.

Business of Supply  Mr. Speaker, that is a good question. I would not mind looking at all 52 of those recommendations one more time. It has been many years. When it comes to the question of ethics, it is not so much what is put into the law but its application and the expectations that are set. As I mentioned, on the Prime Minister's website there is a question of what the law states and the expectation one has to live up to.

Business of Supply  Mr. Speaker, that is an interesting question. I speak as a bilingual member of Parliament from Calgary Shepard. I remember that this election had one of the highest voter turnouts, despite what members claim on that side of the House, that there was a problem with the Fair Elections Act.

Business of Supply  Madam Speaker, we have heard from members on the opposite side arguing the legalistic aspect of whether the letter of the law or rules were broken. However, as the member on our side has eloquently said, it is a perception of conflict. It is a perception that the public has, and an issue of moral suasion.

Taxpayer Bill of Rights  Madam Speaker, we need to think clearly on the motion. The very fundamental principle that should apply to taxpayers is that every taxpayer in Canada should be able to fill out their tax forms without the assistance of a professional accountant. They should be able to deal with the CRA without the need of any type of professional help.
