Immigration, Refugees and Citizenship  He said it will come under budget, but there is no budget. The minister also admitted that 13% of refugees, or 3,400 people, are still in hotels. The Liberals renovated five Canadian Forces bases for 6,100 people costing $6.4 million. Why did the Liberals blow millions of dollars displacing troops over Christmas to house refugees with no intent on using the bases?

Public Safety committee  These frequent interactions between the service and external review bodies help CSIS to become a more effective and professional organization, and this accountability is essential for the public confidence and support required for the service to be effective. Mr. Chair, CSIS is a diverse and dynamic institution. It currently employs approximately 3,400 employees in six regional offices, overseas, and in our national headquarters here in Ottawa. Sixty-eight per cent of our employees are bilingual and around 20% have a good or excellent knowledge of a language other than French or English.

Income Tax Act  As I mentioned, 80,000 people actually listened in on our sessions online, but 150,000 people have now gone further than that and look at and clicked on them. Of importance is the number 3,400, which is the submissions from all across Canada. That is a very important number. As I mentioned, it is almost three times the amount received last year. As I said, those submissions have been from all parts of Canada, all different sectors.

Business of Supply  However, what he failed to take into account, or what he failed to inform Canadians about, is the fact that under this government, the average Canadian family is now paying $3,400 less in taxes and is $3,400 better off. I have three adult children. Each of them has three children. I know what a difference it makes in their lives. I know what a difference it makes to the average Canadian family.

Business of Supply  Divide $30 billion by 35 million, we get $850 per person, per man, woman and child, in lower taxes. For a family of four that is $3,400. That might not sound like a lot of money to wealthy limousine Liberals or champagne socialists, but the reality is to an average family working hard to make ends meet and get ahead, that $3,400 can make the difference.

Employment  Communities have been rocked by manufacturing-job losses. Under the Conservatives, Windsor lost 20,000 jobs; London, 7,000; Brantford, 3,400; Hamilton, 13,000; and Oshawa, 19,000. Those were good jobs that supported families and fuelled local economies. Why have the Conservatives ignored an entire region so they can put billions in the pockets of their wealthy friends?

The Budget  We have done a number of things, particularly with our tax cuts over the years, which have lowered taxes for families by $3,400 since we were elected in 2006. On top of that, we have just added universal child care benefits and programs for children six and under, up to $160 a month, with benefits for children six to 17.

The Environment  Speaker, under our Conservative government, the tax burden on Canadians is at the lowest level in more than 50 years. On average, Canadian families are paying $3,400 less in taxes each year than they were under the previous Liberals. In addition, every family with children in Canada will stand to benefit from our latest tax breaks, including the increase and expansion of the universal child care benefit to nearly $2,000 per year for every child under six and $720 per year for every child between six and 17, and of course there is the family tax cut as well.

Pensions  For example, in July 2008 we introduced the wage earner protection program to guarantee that Canadian workers receive their unpaid wages of up to $3,400 in a receivership or a bankruptcy. We then took additional steps to expand the wage earner protection program to include severance and termination pay. It is also important to mention that, in July 2010 and in April 2011, our government implemented important pension reforms to strengthen the federal private pension framework in order to benefit pension plan sponsors, plan members, and retirees.

Employment  Speaker, I am sorry to disappoint the hon. member, but what the Parliamentary Budget Officer actually said is that this government has cut taxes by $3,400 for the average family, with a disproportionate amount of that money going to low- and middle-income families. Those lower taxes have helped create 1.2 million net new jobs, 80% of them full-time, 80% of them in the private sector and two-thirds in high-paying industries.
