Framework on Palliative Care in Canada Act  Mr. Speaker, I am pleased to be here today to address Bill C-277, an act providing for the development of a framework on palliative care in Canada and to discuss our government's commitment to improving palliative and end of life care for all Canadians. This bill comes at the right time in our national dialogue on palliative care, and I would like to recognize the efforts of the member for Sarnia—Lambton in moving this discussion forward.

The Good Samaritan Drug Overdose Act  Mr. Speaker, I want to express to you my thanks for so many dedicated women and men, in the House administration and at the library, for their incredible work. Without them, Bill C-224 would not have achieved the success it has had up until now. In particular, I want to thank Marc-Olivier Girard at the private members' business office, Isabelle D'Souza and Wendy Gordon at the office of the law clerk, and Michael Dewing at the Library of Parliament.

The Good Samaritan Drug Overdose Act  moved the second reading of, and concurrence in, amendments made by the Senate to Bill C-224, an act to amend the Controlled Drugs and Substances Act (assistance in overdose drugs) be now read a second time and concurred in. Coquitlam—Port Coquitlam Seniors Advisory Council  Mr. Speaker, I am proud to announce that the Coquitlam—Port Coquitlam seniors advisory council held its first meeting last week. The seniors advisory council will meet regularly. Its members are from different backgrounds, neighbourhoods, and associations. Our government has worked hard to meet the needs of seniors.

National Defence  Mr. Speaker, our Canadian Armed Forces operates in a wide variety of challenging and geographically diverse locations around the globe. Whether our forces are at home in Canada's North or abroad providing international humanitarian assistance and meeting our commitments to NORAD and NATO, they need to rely on the equipment our government provides them to get the job done.

Health  Mr. Speaker, Canadians need only to turn on the news to see the devastating effect that the problematic use of fentanyl and other opioids is having in our communities. Last year, in British Columbia alone, more than 900 people died from overdose, an 80% increase from 2015. This tragic crisis continues to move eastward, with increasing drug seizures of fentanyl and carfentanil across the country.

Controlled Drugs and Substances Act  Madam Speaker, I see no profit in fighting old battles and worrying about who did or did not do what when. What remains a fact at this time is that we are taking definitive and meaningful action, and moving forward in a substantive way on this issue. This bill shows that very well.

Controlled Drugs and Substances Act  Madam Speaker, it is plain that the Liberal government is taking meaningful action on this matter. We have undertaken a number of initiatives such as the conference, bringing together all provincial and territorial stakeholders involved in this crisis. We have also committed $5 million for support of mental health and addictions issues.

I am pleased to rise today to speak in support of Bill C-37, an act to amend the Controlled Drugs and Substances Act and to make related amendments to other acts. My private member's bill, Bill C-224, the good Samaritan drug overdose act, is currently in the other place.

Good Samaritan Drug Overdose Act  Madam Speaker, I thank the hon. member for speaking so movingly in regard to the bill at second reading. The other similar aspects to the bill that could be addressed would be to provide immunities for breaches of probation, for outstanding warrants and so forth. Doing so would greatly exceed the scope of the bill, but those are the other kinds of things that people fear when calling the police or calling 911 in the event of a drug overdose.

Good Samaritan Drug Overdose Act  Madam Speaker, I thank the member for seconding the bill at first reading. I agree that Bill C-2 from the previous Parliament created a problem, an almost impenetrable labyrinth for people to traverse in trying to establish supervised consumption sites. We need to take a hard look at it and should look proactively at streamlining the process to make it more effective, because we need many more supervised consumption sites in this country.
