Procedure and House Affairs committee  On June 9, 2015, the Code of Conduct for Members of the House of Commons: Sexual Harassment was adopted by the House, following a study and report presented at PROC. In 2018, the code of conduct was revised. On May 31, 2018, the Standing Committee on Procedure and House Affairs adopted the revised draft report entitled “Code of Conduct for Members of the House of Commons: Sexual Harassment Between Members”.

Parliament of Canada Act  This is not a blank cheque. For example, while I was in my role on the Canada-China committee, an order to produce unredacted documents related to the firing of two scientists at the National Microbiology Laboratory in Winnipeg was denied by the government. An identical order through Parliament was also denied by the government, and then it went so far as to sue the House and the Speaker.

Official Languages  Madam Speaker, the Liberals have transformed the Standing Committee on Official Languages into an endless source of reasons to be concerned for the future of French. After the Liberal member for Saint-Laurent said that Bill 96 prevents anglophones from receiving care, and after the Liberal member for Glengarry—Prescott—Russell insulted researchers who are worried about the decline of French, yesterday, the Liberal member for Alfred-Pellan added that Quebec should become bilingual in order to be, and I quote, strong, not just a unilingual francophone province.

Official Languages committee  I'm the president of ParlAmericas, and I'm a member of the Joint Interparliamentary Council, which deals with these parliamentary associations. I don't remember the standing order on which that decision was based, but the motions of Mr. Beaulieu and Mr. Godin were even ruled out of order, because the committee cannot ask an association to remove one of its members or its president.

Pharmacare Act  Its purpose was simply to uphold respect for jurisdictions. The committee chair rejected the amendment on the grounds that it was out of order. The reason will come as a surprise to many. The chair ruled that our amendment was out of order because, in his opinion, it would have required royal recommendation, which we obviously challenged.

Transport committee  My motion reads as follows: Given that (a) Sustainable Development Technologies Canada, a billion-dollar taxpayer fund, is under investigation by the Auditor General and the Conflict of Interest and Ethics Commissioner; (b) a former director of the fund, Andrée-Lise Méthot, helped to send multiple companies in which she has a financial interest millions of dollars, and despite this, the government appointed her as a director to the Canada Infrastructure Bank; Pursuant to Standing Order 108(1)(a), the committee order the Canada Infrastructure Bank to provide the committee, within seven days of the adoption of this motion, (a) the resignation letter of Andrée-Lise Méthot, (b) a comprehensive and detailed summary of the projects and the funds that she oversaw during her time on the CIB board, (c) any internal communications regarding or relating to her resignation from the board, and Pursuant to Standing Order 108(2), the committee call the following witnesses to testify before the committee for no less than two hours each: Andrée-Lise Méthot, founder and managing partner of Cycle Capital; Jayne Huntley, PCO director of appointments; Dominic LeBlanc, Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs; and Ehren Corey, CEO of the Canada Infrastructure Bank.

The member was named pursuant to Standing Order 11. The Hansard blues are the unrevised transcript of the debates of the House of Commons. The Debates, on the other hand, are the record of the proceedings, with the necessary editing and grammatical corrections.

I would like to remind members of what Standing Order 116(2)(a) states when there is debate on a motion or a proposed amendment to that motion: … the Chair of a standing, special or legislative committee may not bring a debate to an end while there are members present who still wish to participate.

Health committee  I move: That, pursuant to Standing Order 108(2), the committee undertake a study of no less than six hours on the negative effects climate change and pollution have on the health of Canadians and Indigenous communities, including the cost to the healthcare infrastructure, resources and impact on vulnerable communities and populations; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the Government table a comprehensive response to the report.

Information & Ethics committee  There was an individual who was very partisan in the House of Commons, but I was pleased by how fairly they adjudicated a committee I was recently a part of. I would hope this individual would take that as a compliment. It's a fact that our Standing Orders and tradition, Mr. Chair, allow for and ensure that there are four committees—what are referred to as “oversight committees”—that have opposition chairs. What I fear, not just because of the happenings at this ethics committee....
