Income Security  I myself think that the government must ensure that the reform of the tax system is harmonized, and I think it is important to make that clear because the current approach used by the Minister of Human Resources Development in this area is no guarantee of future success and because he announces changes, to the Unemployment Insurance Program in particular, even before his reform initiative is in place, and it is clear that there is no harmony between the budget and the objectives, and the way social program reform is being conducted.

The Environment  Business and industry, for their part, are asking the government to put its house in order. They need our co-operation as well as clear, specific directions to achieve our environmental objectives. I am proud to announce to this House and to all Canadians that our government is answering the call. Canadians can stand up and say that their federal government is the first green government in our country.

Human Rights  Speaker, first of all, the hon. member asked me some questions about a court ruling, and I made it clear that the Minister of Justice had already given instructions not to pursue these appeals. I think the message is pretty clear. Moreover, the Minister of Justice has stated that the government is working on meeting its commitment in the red book to prohibit discrimination because of sexual orientation, whatever it may be.

Old Age Security Act  Because of some arguments that were made, we concurred with the proposition, although reluctantly, and I wanted to make that quite clear. Again, a very large part of this legislation will be managed by phone. A very large portion of the information will be transmitted by computer. In this age of technology, there is always the risk that the information will fall into the hands of people who could put it to bad use.

Veterans Review And Appeal Board Act  Very simply, we ask that the wording be clarified to ensure that appellants will clearly understand their rights. As it is worded now, it is vague as to rights. The intent of our motion is to clear up the language to ensure that appellants clearly understand their rights.

This would be amplified in regulations and would be crystal clear to the applicant. Therefore, I do not think there is any need for an amendment to clarify the subclause.

Foreign Affairs  Madam Speaker, I speak to this issue deeply troubled because I have listened to the debate this evening and the one thing that is very clear is there is no easy solution. Whatever way we go in this situation there will continue to be killing. There will continue to be strife in Yugoslavia and we will continue to be at risk with not only our soldiers but soldiers from other countries of the world.

Atlantic Groundfish Strategy  As I said in the House last week, we have established an independent evaluation through Price Waterhouse which has given us a series of clear recommendations on how to correct those programs. The recommendations are now being implemented, including those which apply to income testing. At the same time we have to continue to apply the test of fairness to those who have had attachment to the fishery so we can begin to provide an alternative for them to be removed from the fishery.

Telecommunications  The Canadian owned Expressvu has well established ties with the CRTC. Power DirecTv is part of the Liberal family compact as well. It is time to clear the air. What changes is the government proposing to the broadcast licensing process to ensure that policy making is open, transparent and free from undue insider influence?

Bill C-41  I call to the attention of the House Motion No. 15 to Bill C-41, which would assist in addressing this most serious problem. I ask all members to seriously consider this motion as our opportunity to send a clear and tough message to spouse abusers.

Foreign Affairs  On the other hand, should we not help those who are proposing concerted, effective actions to force Bosnian Serbs to abide by the agreements concluded, to stop shelling and remove their guns from around guaranteed safe areas? I think we should. I think that the nations involved in the operations must send a clear message, an ultimatum, to the people who are shelling defenceless people, shelling civilians and children, shelling hospitals. The ultimatum must be clear and have a short deadline. It seems that is the only language which the soldiers operating under the colours of the Bosnian Serbs understand.

Foreign Affairs  However we do have a risk. It is the close to 2,000 Canadians who are involved in this operation. It has to be very clear to Canadians that in this goal and national aim of peace and security and the abhorrence of genocide, our peacekeepers are at risk. Having said that I want to look at this operation as one which I suppose could be described as typically escalatory.

Foreign Affairs  We have also said that the safety of Canadian and other peacekeepers is of primary importance to us, but given the slaughter that is taking place, this action can only be beneficial and worthwhile. There is no question that procrastination, coupled with a lack of clear decisions and strategies, has prolonged this barbaric conflict and at times further endangered the lives of peacekeepers. You cannot put a price on a human life, as all of our brave soldiers have so clearly shown us.

Unemployment Insurance Act  The objective is quite clear but unfortunately, the legislation, the way it is administered and the whole bureaucracy around it often obscure the actual purpose of this program. It is the applicants who suffer the consequences.

Criminal Code  It proposes a simplification of the wording of the bill. In other words, I am suggesting we express what is clear in clear terms and that we state the two possibilities separately in both official languages. I am trying to give the legislative purpose of the bill a comparable, equivalent and similar form in the two official versions, French and English.
