Immigration And Refugee Board  Speaker, the Minister of Citizenship and Immigration has given a full and complete answer. It is very clear the hon. member has forgotten one of the basic principles of Canadian and British justice, that someone who has been accused has a right to know his accusers and what they say in order to make an answer to those charges.

In fact it is clear that the minister in asking the chair to look into it does not want anything hidden. We followed the process appropriately. Immigration And Refugee Board  Now we learn that his office has broken the confidence of members of the Immigration and Refugee board and filed complaints against suspended deputy chief Michael Schelew by releasing their names to Mr. Schelew. This is a clear violation of section 29(a) of the Privacy Act which states that confidential information may not be released for any purpose other than that for which it was collected. The fact remains that provisions of the Privacy Act were broken.

Decade Of The Brain Act  This figure does not include the costs to families caring for afflicted relatives at home. It is clear that diseases of the brain, including mental illness, degenerative diseases such as Alzheimer's and stroke are very costly. By making the public aware of disorders and disabilities of the brain, we will be encouraging increased support for research in this field, and thus stretching our health care dollars.

Pharmaceutical Industry  I want to assure my hon. colleague that although a committee of the House is looking at Bill C-91, the Government of Canada is very clear in its commitment to check all the data concerning this law, as the law itself provides, or any other legislation which must be reviewed at the appropriate time. The original law already provided for a review of Bill C-91 at some point.

Credentials  The future of the base is closely linked to the development of the Saguenay-Lac-Saint-Jean, since several hundred people are employed on the base. Should the representative for this area not have the right to demand a clear answer from the minister? One can hardly expect a whole region to wait indefinitely, without knowing what will happen. Recent cuts in defence spending have led to the closing of the Collège militaire de Saint-Jean.

Social Security Programs  It is quite natural that I should question this provision since the intent of the minister is far from clear in this bill. He certainly lacks openness in this case, contrary to the openness he shows as far as personal information on pensioners is concerned. The Liberal government, although it denied against all odds that CSIS was spying, wants to increase the number of departments and agencies which will have access to personal information.

Department Of Canadian Heritage Act  The departments each have their own mandate but all work together towards a common goal: ensuring that official language communities can reach their full potential in all areas. The communities themselves agree this is a remarkable achievement that will have a clear impact on the development of minority official language communities. The Canadian government and the communities had established a good working relationship over the years, but since the seventies, the world has changed dramatically.

Immigration  Speaker, I do not want to disappoint the hon. member but there is no fudging of the figures. The figures are very clear. We tabled four documents as part of the immigration plan, a 10 year strategic framework, a document called "Facts and Figures" and a report of the entire consultation process of what Canadians said.
