Petitions  Mr. Speaker, I have the honour and privilege today of presenting a few hundred signatures from concerned voters across Saskatchewan from the Qu'Appelle and Regina areas. The petitioners call upon the House to enact Bill C-420, which will ensure that dietary supplements and other traditional natural health products will not be arbitrarily restricted as drugs.

Airports  Mr. Speaker, because of Liberal dithering, airports across the country have seen their rents hiked to record levels. The finance minister has known for years that the rent formula is unfair. His delays are costing travellers millions. Taxpayers already paid to build the airports.

Civil Marriage Act  Mr. Speaker, I also would like to recognize the great work done by many grassroots organizations across this country, groups such as the Christian Brethren and the many groups that are very active in my riding and throughout Saskatchewan and all of Canada. Several of these grassroots organizations are really trying to let the Canadian people themselves decide this issue.

Justice  Mr. Speaker, I rise today to express my deep concern with the criminal justice system in our country. Regina has experienced a steady increase in break and enters, car thefts and other violent crimes by habitual, repeat offenders. Because the punishment does not fit the crime, these repeat offenders are given a free pass to reoffend.

Budget Implementation Act, 2005  Madam Speaker, I am reminded by my hon. colleague that I should pass those congratulations on to my wife. The new baby being 10 pounds, 9 ounces, I do not deserve too much of the credit. Most of it should go to my wife. I would like to point out that although there is not a whole lot in this budget we can be extremely supportive of, we have to recognize the baby steps, the very small baby steps, of this Liberal government in even coming close to addressing issues of working families.

Budget Implementation Act, 2005  Absolutely, Madam Speaker. I certainly agree that when we come to this place we have to act on what is best for all of Canada. Let me address what Kyoto will do for all Canadians. All Canadians will pay for increased home heating costs, increased fuel costs and increased costs of doing business.

Budget Implementation Act, 2005  Madam Speaker, this is the first time I have spoken since the birth of my new son Thomas, the newest constituent in Regina—Qu'Appelle. I have to be honest and say that this new constituent might receive a little bit more attention than other constituents in my riding. However I am sure the other inhabitants of Regina—Qu'Appelle will understand.

Civil Marriage Act  Mr. Speaker, the bill we are debating today carries the highest importance and significance for Canadian society, for aside from all the social changes that I believe that the bill would bring in, just as important is this: if the bill passes and is upheld, the state will have crossed a new frontier for government expansion.

The Budget  Mr. Speaker, I was very shocked to hear the member even bring up the matter of gas taxes. I assume the member campaigned in his riding during the election on a promise to deliver, through transfer payments, 5¢ a litre in gas taxes back to the cities for infrastructure and road upkeep.

Canadian Livestock Industry  Madam Speaker, the parliamentary secretary and the minister used the expression “political rhetoric” dozens of times. Anytime we come up with a constructive suggestion, a real method, a path to address the situation, they dismiss it as political rhetoric. They dismissed our demands to drop the cash on deposit requirements of CAIS.

Airports  Mr. Speaker, the transport minister said last week that we can count on the Minister of Finance to protect Regina. We found out yesterday that he was wrong. As a result of yesterday's budget, regional airports will have to start paying millions in rent in 2006. For Regina, this means over $500,000 the first year alone.

The Budget  Mr. Speaker, I would like to ask a few of simple questions today. First, I would like to ask the leader of the NDP specifically whether he supports the plan in the government's budget to continually fund the gun registry. I understand there was a vote awhile back and he and many of his members supported to continue to fund it.

Petitions  Mr. Speaker, I would like to present petitions from hundreds of constituents in my riding of Regina—Qu'Appelle, and also several people from as far away as Sidney, Manitoba. The petitioners want their voices added to the huge outcry of concerned Canadians against the government's attempt to change the traditional definition of marriage.
