Budget Implementation Act, 2005  Absolutely, Madam Speaker. I certainly agree that when we come to this place we have to act on what is best for all of Canada. Let me address what Kyoto will do for all Canadians. All Canadians will pay for increased home heating costs, increased fuel costs and increased costs of doing business.

Budget Implementation Act, 2005  Madam Speaker, this is the first time I have spoken since the birth of my new son Thomas, the newest constituent in Regina—Qu'Appelle. I have to be honest and say that this new constituent might receive a little bit more attention than other constituents in my riding. However I am sure the other inhabitants of Regina—Qu'Appelle will understand.

Civil Marriage Act  Mr. Speaker, the bill we are debating today carries the highest importance and significance for Canadian society, for aside from all the social changes that I believe that the bill would bring in, just as important is this: if the bill passes and is upheld, the state will have crossed a new frontier for government expansion.

The Budget  Mr. Speaker, I was very shocked to hear the member even bring up the matter of gas taxes. I assume the member campaigned in his riding during the election on a promise to deliver, through transfer payments, 5¢ a litre in gas taxes back to the cities for infrastructure and road upkeep.

Canadian Livestock Industry  Madam Speaker, the parliamentary secretary and the minister used the expression “political rhetoric” dozens of times. Anytime we come up with a constructive suggestion, a real method, a path to address the situation, they dismiss it as political rhetoric. They dismissed our demands to drop the cash on deposit requirements of CAIS.

Airports  Mr. Speaker, the transport minister said last week that we can count on the Minister of Finance to protect Regina. We found out yesterday that he was wrong. As a result of yesterday's budget, regional airports will have to start paying millions in rent in 2006. For Regina, this means over $500,000 the first year alone.

The Budget  Mr. Speaker, I would like to ask a few of simple questions today. First, I would like to ask the leader of the NDP specifically whether he supports the plan in the government's budget to continually fund the gun registry. I understand there was a vote awhile back and he and many of his members supported to continue to fund it.

Petitions  Mr. Speaker, I would like to present petitions from hundreds of constituents in my riding of Regina—Qu'Appelle, and also several people from as far away as Sidney, Manitoba. The petitioners want their voices added to the huge outcry of concerned Canadians against the government's attempt to change the traditional definition of marriage.

Agriculture  Mr. Speaker, as spring approaches, many farmers in my riding are facing a crisis. Bills remain unpaid from the previous year. Payouts from CAIS have not arrived. Seed and supplies for the upcoming season need to be purchased. How can a farmer put a crop in the ground when he is not able to purchase seed for the upcoming season?

Questions on the Order Paper  Madam Speaker, I did have access to a grandmother for some of my day care. Both my parents had to work to pay the excessive tax burden they faced. I spent time at day cares and with babysitters, both neighbourhood babysitters and a babysitter who came to our home. I have experienced a wide variety.

Questions on the Order Paper  Madam Speaker, first, I thank the hon. member for making my point. When we reduce taxes through tax credits, we reduce child poverty. I could not have put it better myself. I think it basically backs up everything I said. The whole premise of my speech was on choice . When we put the dollars directly into the hands of parents, if they choose an institutional day care with early learning programs, they can do so.

Airports  Mr. Speaker, in November the Minister of Transport told the transport committee that he would seek to scrap the plans to raise airport rents. Crown rent on airports cost the Canadian economy over $286 million in 2004 and that figure will balloon to over $368 million in 2006. Under the government's plan, regional airports will have to start paying huge rental fees.
