Business of Supply  Mr. Speaker, I am pleased to rise today to speak to this Bloc Québécois opposition day on the important topic of successful immigration. What can I add to what has been said by the Bloc Québécois immigration critic, the member for Lac‑Saint‑Jean? Since he has a strong command of this file and detailed knowledge of the problems, I have decided to speak more specifically about successful immigration and what that means, in practical terms, for my riding.

Official Languages  Madam Speaker, what we have just heard is appalling. Once again, this Parliament is devaluing francophones on the pretext of promoting diversity. Let me repeat: French is not an obstacle to diversity. In this country, French is a facet of diversity and the francophonie is diverse.

Official Languages  Madam Speaker, once again, the French language is getting second-class treatment in this Parliament. Yesterday, the Conservatives and the NDP, supported by one Liberal who lost his way, decided in committee that the commissioners appointed to review miscarriages of justice will not have to be bilingual.

Business of Supply  Madam Speaker, during question period today, the Minister of Immigration, Refugees and Citizenship misled the House by insinuating that the leader of the Bloc Québécois compared immigrants to heat pumps. That is not what he did. I think we need to listen closely to what the leader of the Bloc Québécois said because he was actually condemning the minister's refusal to reimburse Quebeckers for the costs they have incurred by generously welcoming asylum seekers to Quebec.

Donna Nichilo Bigras  Mr. Speaker, it is with great sorrow that I rise today to share news of the passing of Donna Nichilo Bigras, a wonderful resident of Saint-Chrysostome. Ms. Bigras was a beloved mother, wife, friend, valued community leader, force of nature and model of positivity. The luckier among us would also say that she was a generous culinary genius.

Committees of the House  Mr. Speaker, as you know, the member for Beloeil—Chambly, leader of the Bloc Québécois, was unable to open his app because it failed. He was unable to open Zoom. I seek unanimous consent for his vote to be recorded as no for the last vote.

Committees of the House  Madam Speaker, I listened carefully to my colleague's speech. I have a simple question for him. We know that members on the other side of the House are practically spreading disinformation by saying that the report of the Standing Committee on Procedure and House Affairs addressed all of the Speaker's missteps.

Committees of the House  Mr. Speaker, it is always so interesting to listen to my colleague. I would just like to reassure him that I do not really like being compared to my Conservative colleagues. The Bloc's approach is not partisan. Our goal is not to cause chaos in the House. On the contrary, this is about upholding a principle.

Committees of the House  Mr. Speaker, during his testimony on December 11, the Speaker was generous in that he stayed long enough to give a lengthy statement and answer questions from all the members of the Standing Committee on Procedure and House Affairs. Honestly though, I really wish we had heard the news from the Speaker himself, instead of learning about it afterwards when we saw an Instagram post from his colleague from Pontiac, who posted the photo and was so proud that he was at André Fortin's cocktail party.

Committees of the House  Mr. Speaker, I cannot disagree with my colleague's proposal to review the rules. However, I consider it so self-evident and clear that the Speaker must avoid raising the shadow of a doubt in the minds of members by participating in partisan activities. This was not a one-time occurrence.

Committees of the House  Mr. Speaker, I have been candid in a way that, incidentally, has been acknowledged by the Speaker. My confidence is shaken. All of the Bloc Québécois members are going to find it difficult to recover their full confidence in the Speaker. Another concern of mine is the precedent this sets.

Committees of the House  Mr. Speaker, I think I made a mistake. As my colleague pointed out, I cannot amend my own motion.

Committees of the House  Mr. Speaker, before I answer the question, I would like to make a brief comment. I do not know why the member is speaking so loudly. Every time he speaks, he seems shocked. I think I was calm. I speak French and I do not know if the member was wearing his earpiece, but I am calm.

Committees of the House  Mr. Speaker, I move that the 55th report of the Standing Committee on Procedure and House Affairs, presented on Thursday, December 14, 2023, be concurred in. I would like to take this opportunity to wish a wonderful 2024 to all the citizens of the riding of Salaberry—Suroît. I wish them happiness and health for the coming year.

Freedom of Religion  Mr. Speaker, seven years ago, a gunman killed six people and wounded 19 others at the Quebec City mosque just because they were Muslim. This attack sent a shockwave across Quebec and made us all painfully aware that we are not immune to such hateful acts. Justice was served and the gunman ended up in prison, where he belongs, but our society as a whole must now be vigilant to ensure that intolerance never becomes commonplace.
