Health  Mr. Speaker, it is unfortunate that the Minister of Health does not realize that after nine years, there is a major, historic crisis caused by the lack of family doctors in Canada. Increasing the capital gains tax will have an impact on the economy and the quality of life of Canadians.

Petitions  Madam Speaker, the mission of the Fédération québécoise des chasseurs et pêcheurs is to represent and defend the interests of Quebec hunters and fishers. I would like to commend its president, Marc Renaud, and Mathieu Martin, the sponsor of petition e‑4831, which was signed by nearly 6,000 people who are calling on the government to authorize striped bass fishing in the St.

Carbon Pricing  Mr. Speaker, the Liberal cover-up is in full swing, and I have another example that proves it. The Parliamentary Budget Officer very clearly stated at the Standing Committee on Finance that the government has its own economic analysis of the carbon tax's impact, but he was told not to release it and not to refer to it.

Official Languages  Mr. Speaker, first, the member for Saint-Laurent denied the decline of French in Quebec. Then, a Franco-Ontarian member said that witnesses who appeared before the Standing Committee on Official Languages were full of you-know-what. Now, the Quebec member for Alfred-Pellan is saying that, in order to be stronger, Quebec should be bilingual.

Claudette Hethrington  Madam Speaker, in Portneuf—Jacques-Cartier, kindness goes by the name of Claudette Hethrington. This extraordinary and selfless grandmother has always taken the time to help the less fortunate and people in need. In addition to appearing on television and radio and writing cookbooks, she also owned a design company.

Fall Economic Statement Implementation Act, 2023  Mr. Speaker, I would like to thank my colleague from Lac-Saint-Jean. I also have a treasured whip, but not the same one. According to my colleague, the federalist parties—whether the governing party or the Conservative Party on this side—have supposedly not been advocating for Quebec.

Official Languages  Mr. Speaker, the Liberals are defending the indefensible. The member for Glengarry—Prescott—Russell used foul and aggressive language towards Quebec witnesses defending the French language before the Standing Committee on Official Languages on May 6. This MP must be sanctioned, as he has damaged the reputation of the committee and all its members.

Business of Supply  Madam Speaker, I think we are pursuing the same objective as my colleague, but we are going about it differently. We are not playing politics with such a sensitive and important subject. We reject the proposal.

Business of Supply  Madam Speaker, yes, we need to trust the experts, but that is prevention. They took a position based on the information they had. Now, if we step back and take the necessary steps to protect our big cities, society will be better off. We need to work toward that. Yes, rehabilitation is important.

Business of Supply  Madam Speaker, I am not an expert, as I mentioned in my speech. I trust the experts, the professionals and the doctors. The debate is not about what level is tolerable. We need to aim for zero, but that would be hard to achieve. However, if pilot projects are set up, if markets are expanded, if hard drugs are normalized in Toronto and Montreal, then we have a social problem.

Business of Supply  Madam Speaker, we are clouding the issue. What we are saying is that we have to be realistic. There is a societal problem when it comes to drugs. We have to take the necessary measures to protect the big cities, Toronto and Montreal, and there is a major test case in British Columbia.

Business of Supply  Madam Speaker, I would like to thank my colleague from Cumberland—Colchester for his great speech. Knowing his background, I think he has a lot of credibility. Even the member for Rivière-des-Mille-Îles confirmed this when he asked his question just now. I would also like to thank my colleague from Fort McMurray—Cold Lake, the Conservative Party's shadow minister for addictions, for her work on this issue, which, let us not forget, has left ruined lives in its wake.

Presence in Gallery  Mr. Speaker, I rise on a point of order regarding the inappropriate comments made by the member for Glengarry—Prescott—Russell at the Standing Committee on Official Languages. We discussed the matter here in the House of Commons yesterday, during question period. This situation is unacceptable.

Finance  Mr. Speaker, to hear the government talk, everything is just fine, life is good. I would invite the government and its ministers to follow me out to the streets and meet some real people. After nine years of this government, its complacency has put us in a precarious situation.

Public Complaints and Review Commission Act  Mr. Speaker, our leader was expelled earlier this week for using the word “wacko”. My colleague has already said it twice, and has only been speaking for maybe two minutes. Is this considered unparliamentary language, yes or no? I would like to have a decision.
