Business of Supply  Madam Speaker, technology and green technologies are obviously the way of the future. That said, how are these technologies going to be funded? The whole purpose of a carbon tax or a cap-and-trade system is to collect money to be able to fund these future technologies. It is amazing to me that the Conservative Party talks about new technologies but does not realize that money is not going to fall from the sky to pay for them.

Business of Supply  Madam Speaker, I thank my colleague for the question because it gives me the opportunity to demonstrate how the Liberal government is like Dr. Jekyll and Mr. Hyde. On the one hand, it is acting in good faith, it is making amazing plans for the transition and it wants to tax carbon, but on the other hand, it is still giving tens of billions of dollars to the most polluting industry in Canada.

Business of Supply  Madam Speaker, it is nice to get a question and an answer at the same time. I am just going to qualify what my colleague said. Those figures are one of the reasons provided by Environment and Climate Change Canada. These figures should be taken with a grain of salt. Saying that 25 million tonnes of greenhouse gases will be prevented is just a projection.

Innovation, Science and Industry  Mr. Speaker, whistle-blowers, repeated warnings, criticism from a senior official: all of these red flags about the management of Sustainable Development Technology Canada, or SDTC, were being waved for a long time. There were conflicts of interest. Projects ineligible for funding received funding.

Public Services and Procurement  Mr. Speaker, this week the Auditor General tabled three reports. Her observations never change. Once again, we see untendered contracts, conflicts of interest, laxity, and negligence. The situation has reached a point where the Auditor General made only one recommendation in her initial report: that her recommendations be followed.

Business of Supply  Madam Speaker, first of all, the Liberal government did not do enough in recent years to monitor what was going on. It sent money, but it did nothing to monitor what was being used and what was being done with that money. Second, suggesting that getting rid of SDTC will fix everything is absolutely ridiculous.

Business of Supply  Madam Speaker, to begin, if we could get rid of corruption here there would be no more Liberal Party. Furthermore, we would really like Quebec to be independent so we could leave this Parliament. Nevertheless, if there has been misconduct, I would like it to be dealt with. However, the Conservative Party must not forget that there is a commendable objective in this type of investment and it should not start a vendetta against everything that is clean.

In paragraph 6.52 of the report, the Auditor General says, “We found that the department knew of 96 cases when directors declared conflicts of interest because it had access to the meeting minutes and materials of the board of directors.”

Business of Supply  Madam Speaker, I will begin by saying that I will be sharing my time with my hon. colleague from Saint-Jean. Sustainable Development Technology Canada or how to take a great idea and a noble cause and screw the whole thing up. This organization was founded as a non-profit in 2001 with the noble aim of stimulating innovation in clean energy and green technologies during a crucial stage for many entrepreneurs and creators, that being the pre-commercial stage.

First Nations Clean Water Act  Madam Speaker, the Standing Committee on Public Accounts is currently studying the Auditor General's report 2 on the housing situation on reserves. Now we are talking about drinking water. These are obviously two necessities that are not privileges, but should be rights. We therefore agree with the principle of this bill.

Public Services and Procurement  Mr. Speaker, yesterday, the Auditor General confirmed what has been suspected for months. She tabled three reports, each with the same damning finding: The Liberals have completely lost control of the machinery of government. Contracts are being awarded without tenders and without justification, payments are being made to companies before anything is even delivered, funds are being paid out for ineligible projects, and money is being spent without oversight.

Public Services and Procurement  Mr. Speaker, the Auditor General's report on the contracts the government awarded to McKinsey has just been released. There were 97 contracts totalling more than $200 million. Most importantly, the report reveals that 71% of those contracts were awarded non-competitively. Nine of the 10 departments and eight of the 10 Crown corporations involved broke the rules.
