Housing  Mr. Speaker, I would like to remind my colleague that one of the measures in the last budget we tabled was praised by people like those at FRAPRU. This housing rights group noted that we invested $1.5 billion to take housing out of the market. What does that mean? It means securing and reserving affordable rents, off the market, for people who need them.

Housing  Mr. Speaker, I want to say to the member and to all Canadians who are watching that the current government was the first government that made historic investments in housing. Not only that, but we also recognize the human right to housing. We have, for the first time, named a commissioner to defend the rights of tenants, and we will continue to work with all provinces and municipalities to defend those rights.

Housing  Mr. Speaker, I have good news for my colleague opposite. This morning, Statistics Canada reported that April saw a record number of new building permits granted. In fact, 22,600 new permits were granted in a single month. That number, 22,600, is far greater than 6.

Taxation  Mr. Speaker, it makes no sense for a nurse to pay a higher tax rate than a multi-millionaire. That is currently the situation. We have a duty to ensure fairness. By increasing the capital gains tax, we will invest more in housing, more in prescription drugs, more in the social safety net.

Today we are going to implement tax measures that will ensure fairness and allow us to invest in housing, health care and medication. I hope the NDP will follow our lead. What we are doing today is making sure that we are going to call on multi-millionaires to do a little more to help Mr.

Housing  Mr. Speaker, I would like to remind my dear colleague that when his leader was the minister responsible for housing, he built six housing units. I repeat, six housing units. The housing plan we have in place will create more than 3.8 million homes in Canada in the next few years.

Housing  Mr. Speaker, I thank my colleague for his question. As he is well aware, we made historic investments in the last federal budget. We even announced a new program, the co-op program. It is the best investment in co-operatives in 30 years, precisely to create non-market housing. We will continue to work with all partners to build more housing, particularly in Montreal.

I am the member for Hochelaga, where there is a homelessness crisis. We are working to address it every day. Pharmacare Act  Mr. Speaker, according to the Fédération du Québec pour le planning des naissances, every dollar invested in contraception saves the Quebec government $90 in health care costs. Not all forms of contraception are available at this time. For example, IUDs are not covered by pharmacare.

Pharmacare Act  Madam Speaker, I am also from Quebec and I fully respect Quebec's jurisdictions. I have a question for my colleague. Does he not know that, right now in Quebec, IUD fittings, for example, are not covered by insurance? Women have to pay every month for their method of contraception, which costs between $20 and $30.

Housing  Mr. Speaker, I think my Conservative friends really need to learn some math. Zero is a lot less than 179 agreements with municipalities across the country, 200,000 is less than 240,000, and zero housing units is still zero. Their plan is zero. That simply does not work.

Housing  Mr. Speaker, let us put the math aside and steer the discussion to something they love to talk about: common sense. Building a house involves certain essentials called infrastructure, like water, electricity, sidewalks and roads. However, one of the areas that Conservatives want to cut back on is infrastructure, which municipalities need so they can build housing.

Housing  Mr. Speaker, I would like to go over some math concepts today. There is a basic concept in math called magnitude. The number one is smaller than the number ten. Therefore, six is smaller than thousands. One plan is much greater than zero plans. The only thing the party across the way wants to do is make cuts to infrastructure and insult mayors.
