Industry committee  Ms. Song took some of the words out of my mouth. We want to be able to fairly and adequately compensate incumbents for the services we use on a cost basis, not on a value basis. We want to compensate them based on what their actual costs are to provide the services to us, plus a reasonable markup, as opposed to what their perceived value of the services is, minus a discount.

Industry committee  I think it's quite simple. We've felt all along that we were quite adequately compensating Bell for the services they're providing today. We want to know why they think we're not doing so. Hundreds of millions of dollars are spent every year by the competitive ISPs on services, either from Bell or from the other incumbents across the country, which we require to conduct our business.

Industry committee  I echo the comments of my colleague. The notice of consultation, as it came out, leaves a small window open for us to provide our feedback to the commission on how that process is going to run. We intend to let them know what we think of the notice of consultation and where we think it needs to be broadened or changed in order to make sure we get a full and just answer to the questions that are being asked to them.

Industry committee  The solution is actually very simple. Today we buy pipes to the incumbents over which this aggregate UBB is delivered, or all of our aggregated traffic is delivered. We're fully compensating them for all of the traffic we're getting today via that. How does it scale as traffic continues to grow?
