Finance committee  I would point out to you one thing that became apparent in the last couple of weeks. It's not only through the normal sales process that we are seeing the HRTC increasing activity at the retail level. We're all aware there is an underground economy, and an underground economy certainly affects the income of the government as far as lost tax revenues go.

Finance committee  I would categorically say it has increased the stimulus for our members. I can tell you that back in the spring of this year, our members were reporting negative sales growth. Things were tough at the retail level. I can tell you that when the marketing packages were shipped out to the retail sector--the packages similar to this type of package--the consumers grabbed onto it.

Finance committee  We certainly recognize that the home renovation program is very simple. That's one of the reasons consumers are taking advantage of it versus EcoEnergy Retrofit. All we're suggesting is to review the program. If there's an opportunity to offer that program, that inspection could be part of the tax credit and how it's designed similar to HRTC.

Finance committee  They would have to be qualified to do that, and some are doing that. Some of our members are actually taking courses and training to go out and do the inspections. Once they've done that inspection, the cost of that inspection is built into the cost of the retrofit of the home. That could be applied as a tax credit, similar to the HRTC.

We're suggesting that homeowners who wish to have their parents stay with them rather than having them go into an institution have the opportunity to withdraw from their own RRSPs to modify their homes, put in wheelchair accessibility or infrastructure such as that to support them.

Finance committee  Our purpose for suggesting we increase the rate is to stimulate more people in the rental market who are renting homes and those with lower incomes to have the opportunity to invest. If they haven't got quite enough capital to invest in the housing market, it would give them an opportunity to do so.

Finance committee  I think, obviously, the infrastructure would have to be put in place to ensure those funds are replaced in the RRSPs; that is essential. I absolutely agree that those funds have to be paid back into the RRSPs before those people retire.
