What we were looking at in the function of the SIUs was whether or not the Correctional Service of Canada was implementing the legislation. We found that overall, 38% of stays were qualifying, by the Mandela rules, as solitary confinement or torture.

Public Safety committee  Perfect. I'll do that. Another 10% of these stays constituted what would be internationally described as torture or other cruel, inhuman or degrading treatment. This means that, overall, 38% of SIU stays can be described as being solitary confinement or torture. I'm not sure if that perhaps requires repeating, but in Canada, 38% of SIU stays would be internationally defined as solitary confinement or torture.

It's important to understand that these problems are pre-existing. In our first report, released almost eight months ago now, we identified some very serious issues.

Justice committee  Yes, I would think that it's a message that the funding...and that it has to be undertaken by Justice, very similar to what happened with the Youth Criminal Justice Act. It just seems spectacularly successful in that.

Much of my research over the past decade has been around the Youth Criminal Justice Act and issues around bail and bail release conditions.
