Public Safety committee  I want to start by digging in a bit, Dr. Hasan, and talking about the broader challenges that a number of families from Egypt have faced in Vancouver. You and Ms. Abdalla are no doubt familiar with these challenges with CBSA guards who have been exercising a degree of authority of interpreting policies that perhaps may or may not have been in existence.

There are moments when you ask yourself, “With a name like mine and a faith like mine, why should my experience be any different?” I think there is a really important role for us to play—I've asked this in the past, and I'm going to ask it of you—in making sure that we actually make this an experience and make the whole question of oversight something that is embraced by individuals on the front line, particularly at CBSA.

Obviously, making sure that all of the types of data you've just talked about are collected is important.

I think that's an important construct for us to go into this with.

Public Safety committee  When you open this conversation, one thing you're obviously going to deal with as part of that public education process is this idea that you are, in many cases, the voice of people who have had a very difficult time with these agencies. You are, by definition, the place where they currently come, from the RCMP perspective, and where they will hopefully be coming, from the CBSA perspective, to try to rectify these situations.

Everyone has been harping on this point. In an ideal world, what are the data points you have that allow you to have the best perspective on how we can move forward with change?

You've heard this come up a couple of times in responses to Mr. Motz, Mr. Shipley and Mr. Julian. It's the idea that you've had to refer more cases than you would have liked to back to the RCMP.

Public Safety committee  One thing that I think is important is how we convey this sentiment, particularly.... I think about the experiences of members of my own family, who say that you don't rock the boat and don't upset the authorities, because they can make or break you. I think it is often difficult for people who haven't been in that situation to understand this.

One of the things I've been really curious or concerned about is the notion of third parties being able to file grievances on behalf of individuals who have had difficult experiences.
