Finance committee  I still have a little time and I'd like to ask another question, if you don't mind. What you are saying is very informative. You've proposed a 15% tax on excess profits made by companies during the COVID‑19 crisis and during the financial crisis we're currently experiencing. The government promised that major grocery chains that made a profit will have to lower their prices.

Finance committee  It's rather stunning to hear “if they were a sovereign country”… We wouldn't want that for them, but for ourselves, yes. If we give them plans and practices that are compatible with climate change… Can you tell us a little more about that?

Finance committee  Thank you, Chair. I would like to thank the witnesses for being here and for taking the time to share the best potential solutions to be found in the budget. I would especially like to thank the representatives of OXFAM-Québec. My first questions will be addressed to them. You began by explaining the context in which we find ourselves, which is one of crisis.

Finance committee  Mr. Chair, I would like Mr. Beauregard to explain to us in 30 seconds why this is an important issue. Mr. Beauregard, what message would you like to send to the Standing Committee on Finance and the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, which are also going to be studying the issue about the importance of reforming the appeal process?

Finance committee  Thank you, Mr. Chair. I have trouble understanding how the employment insurance appeal process got shoved into a budget bill of over 400 pages. It would seem to me to be a highly specialized subject. We could have studied it in connection with the reform of the Employment Insurance Act.

Finance committee  It's mainly a problem for the interpreters. I understood you because I speak French. What we have here in division 32 of part 5 does not in any way correspond to the 2019 commitment, or to the announced reform of the Social Security Tribunal.

Finance committee  I infer from what you said that for the time being, division 32 of part 5 does not meet these objectives at all.

Finance committee  Have you had any feedback about whether it would be possible to remove this division from the bill? This division doesn't really have a financial impact, whereas Bill C-19 is generally about budgetary matters.

Finance committee  As someone on the union side, are you expecting to play an important role in appointing these representatives, the members who are eligible to be on the board?

Finance committee  You spoke about the process at the regional level and the right to an in-person hearing. Why is it important for this new tribunal to report to the Canada Employment Insurance Commission rather than to a single chair?
