Environment committee  A pollution prevention plan, or a P2 plan, is a form of risk management. Really, at the heart of decisions made about risk management is that risk management has to be tied to the risk assessed. Experts currently have a variety of risk-management tools at their disposal, depending on the degree of risk that is posed by that substance.

Environment committee  Absolutely. In terms of the watch-list, this is really moving towards a hazard-based approach, in addition to being redundant with the existing mechanisms in place to control existing substances. They have been determined as acceptable on the market as is, but if new uses come up for these substances, then there are those control mechanisms to address and assess that situation.
