Transport committee  Specific to the last time for the ERAP in and around Smithers, B.C., I'd have to get back to you. The ERAP is one pillar of a multipillar approach around the transportation of dangerous goods. It is assessed against risk. When you add on additional risk, when you start to transport things that might have elevated risk, we do have to re-evaluate the ERAP.

Transport committee  Thank you for the question. I'm not aware of the report you mentioned, but I will speak specifically to firefighting regulations within airports. We have firefighting regulations and rules within airports. They're based on the number of passengers an airport may receive over a certain period of time.

Transport committee  On the specific action we would take as part of our working with municipalities and other governments on this issue, we are looking at the classification of vessels, but I can't say that we would change course on the classification of vessels at this time while we look to find a specific solution for the issue.

Transport committee  Thank you, Deputy. As the deputy mentioned, this has been brought to our attention, not only in the municipalities of Ontario but in other regions across the country. With regard to the rules and regulations on specific lakes or waterways within provinces and territories, we're working with those municipalities to determine the extent of the problem and to find ways and solutions to prevent any sort of untoward or unknown discharge that would affect the waterways or interruptions in the way those waterways can be navigated.

Transport committee  I'll speak to the flight and duty time regulations. That is an issue that has been raised by flight attendants. We are looking at the issue. As you know, the flight and duty times for aircrews have just come in. We're implementing those, but it's something that we look to address, either through their safety management system or, if there's a need, through stand-alone regulations.

Transport committee  Sure. As the deputy just mentioned, the restoration of service was made more difficult because CN was responsible for repairing the track that was impacted by a derailment by CN. We focus on the train that was struck by a tree, but the reason service was delayed and cancelled on the 25th and 26th was that there was a derailment as well along that same corridor.

Transport committee  Part of the carriage, what they can load, is embedded into the safety management systems of particular companies. A particular company will have a safety management system in place and they will have to comply with that safety management system, but there are not—

Transport committee  Yes, thank you. There are a couple of ways that we like to encourage individuals to engage in those sorts of concerns with regard to, particularly, smaller airports. The first one is that we ensure that the airports in small communities have and are encouraged to have strong relationships with the communities around them.

Transport committee  There are certification standards related to those vessels under 15 gross tonnes. We have hull certification requirements for those sorts of tugs, and we could provide those regulations as well as the guidelines and the document with the numbers—a document that provides guidelines around the construction, certification and inspection of those tugs under the 15-gross tonne limit.
