Indigenous and Northern Affairs committee  The AFN advocates on behalf of first nations, but we believe there are rights of other indigenous groups, so that's not our concern. It's just the process the government went through to get this bill through. It needs to be stopped and started. I'm not saying that we scrap the whole thing; we can take it and use it, but we need to start at the beginning here and do it right.

Indigenous and Northern Affairs committee  I would like to answer that. As mentioned by Ms. McGregor, it's “nothing about us without us”. One senator asked me at one point, “What would codevelopment look like?” I'm going to tell you now: It's from the concept, from the beginning of an idea of a policy, a bill or legislation.

Indigenous and Northern Affairs committee  I believe that, in reference to reconciliation and moving forward, it's not fair, as stated by Ms. McGregor. I want to note another example. In our first nations communities, after a second generation of one native parent and one non-native parent, we lose our rights. This becomes a huge issue.

Indigenous and Northern Affairs committee  I don't have my translation on. I do understand French, but regarding the question itself, I wasn't quite sure, Madame Gill.

Indigenous and Northern Affairs committee  I believe Julie is in the room, so maybe we'll go to legal counsel, if she understood the question. That would be easier.

Indigenous and Northern Affairs committee  Yes, I will leave that for the legal counsel for the AFN. We were prepared for that question.

Indigenous and Northern Affairs committee  Yes. I do believe that it will infringe on first nations' rights, lands and title if they are to create more treaties with the Métis. I believe the Métis have their rights, but I question the membership list as we move forward. First nations stop after the second generation, and there is no accountability for the Métis membership as the government has done with first nations.

Indigenous and Northern Affairs committee  Kwe kwe and greetings. My name is Joanna Bernard, interim national chief for the Assembly of First Nations and a regional chief for New Brunswick. First I would like to acknowledge that I'm speaking to you from the traditional territory of the Wolastoqiyik and that the committee is gathered today on unceded Algonquin territory.

Finance committee  When I heard you explaining it, you were saying the submission makes no reference to UNDRIP?

Finance committee  I believe the court decision on that was recent. Is that the one you're talking about, Bill C-69? Maybe you could refer to it.

Finance committee  Thank you. I want to remind you that Canada is delinquent in substantial and overdue debt and continues to incur court costs, lose court cases and settle court challenges. While these are long-term investments, they also represent an opportunity for Canada to repay its debts in good faith to first nations.

Finance committee  It's red on red, and you noticed it. That's great.

Finance committee  Oh, absolutely. It's something that goes hand in hand with the MMIWG, the missing and murdered indigenous women and girls. It's very, very important, but I think we might have gone a little too fast in pushing to have the name MMIWG, because we are getting a lot of requests from the Assembly of First Nations across Canada in reference to boys and men.
