Business of Supply  The forest fires of summer 2023 continue to burn underground and under the snow and are called zombie fires. The oceans have hit temperature increases we have never seen before. I ask her this: Is she also committed to finding climate solutions that work?

Environment committee  I don't know how those failed aspirations of the former leader of the Conservative Party found their way back into the contemporary political debate, but they're here; like a zombie; they won't die. Mr. Tremblay, let's have some words from you on how we've ensured that the price on pollution does not have a negative impact on food costs or the lowest-earning Canadians.

Climate Change  Mr. Speaker, to the Prime Minister, who is so concerned about the wildfires and the zombie fires still under the snow, the wildfire season has already started and yet, quietly, on Friday, February 16, Environment Canada posted an extension to consultation on clean electricity regulations.

Industry committee  I have a concern that our productivity crisis in Canada will fundamentally act, whether implicitly or explicitly, to discourage regulation of any kind over the phantom or zombie risk of impeding this elusive thing we call innovation. I want to remind all of you that smart regulation clarifies markets and levels the playing field. Thanks for having me.

Business of Supply  Speaking as a mother, I say that we cannot allow the government to ignore the evidence when our teenaged sons and daughters are lying face down on a sidewalk in a zombie-like state. Safe supply drugs are putting youth on the path to hard-core addictions, and this needs to stop. Too many parents have lost children to drug overdoses in this country. The story of Jack Bodie, from Burnaby, is far too common.

Business of Supply  Why can the opposition members not understand the harm that their narrative is causing. The member talks about zombies and talks about crazy policies. This is stigmatizing, and that is all they know how to do. Do they not hear the public outcry from people who actually have lived and living experiences with substance use, the people who have overdosed two and three times and have been revived at a safe consumption site and are now part of helping people get well?

Business of Supply  We are not offering them social supports. The government is not offering them anything except more drugs to perpetuate their zombie-like state. This is unacceptable in Canada. This approach is not working, and we know that very clearly. We know that this is not the standard of care anywhere else in the world. We know that people, Canadians, do not want to exist in this state.

Finance committee  Thank you, Mr. Chair. Mr. Routledge, my questions are about the relationship between zombie firms and the financial institutions that manage them, and the links between zombie firms and climate risk management. You are no doubt aware of the study on zombie firms conducted by the Bank for International Settlements which was published in 2020 and updated in 2022.

Finance committee  The phenomenon of what is referred to as “zombie institutions” is institutions that have financial statements that indicate they're a going concern when they are not, in fact, a going concern. In terms of managing that risk for financial institutions, assume for a minute that the zombie institution in question is turned into a zombie by some form of climate risk.

Finance committee  By “zombie institutions”, do you mean non-bank companies that are affected by climate change or banks affected by climate change? It's just a point of clarification.

Finance committee  What I would like to know is how financial institutions are going to manage climate risk given the fact that many of their creditors are zombie firms, i.e., firms that are on life support.

Finance committee  In 2020, the Bank for International Settlements, in one of its studies, reported a significant concentration of so‑called “zombie” firms, which are declining in the mining and fossil fuel sectors. However, banks may be inclined to inject more and more capital into these firms to avoid having to get them off the books, to avoid having loss provisions.

Finance committee  I am aware of that. My question was about the concentration of zombie firms.

Mental Health  He spoke to the difference in quality of life for him and asked why veterans are then being required to use pharmaceuticals. He said that he felt like a zombie under those conditions, and now with his cannabis prescription his life is so much better. This is something we need to consider and research at VAC, and we need listen to veterans.

Canadian Heritage committee  Your testimony said, “Oh, I don't know.” Do you think that the bulk of the money in this Canadian law isn't going to go to zombie organizations like Postmedia? Of course it will. They have the size, the mass, the incumbency and the legal ability to be able to negotiate for more. Second, I didn't say that it was a lie that media organizations were struggling.
