In the first free trade agreement, in NAFTA, there are paragraphs that are exactly like the ones that were included in the Buy American agreement; it says that we will take time to negotiate the expansion of everything, and nothing has come of it. And, given that understanding, the United States literally got what they had not managed to get for 25 years.
So I ask myself what purpose would be served in sitting down with United States again to discuss government procurement, given that we have conceded our main argument to them.
