We adopted a specific practice to avoid surprising people. For example, when an institution receives a poor rating, sometimes the executive officer of the institution tells me that he was not properly informed, despite the fact that the official languages director three levels below was consulted. So, we discovered that, in some cases, the information had never made it to the top.
As a result, I decided to meet with deputy ministers and agency heads who will be subject to an investigation so that they are aware of what their official languages directors have already been told, so that there is no confusion, a year later, when they receive the results.
