As a matter of fact, you just tabled a new book entitled House of Commons Procedure and Practice , which was brilliantly put together by the clerks of the House. I am sure you have noticed that, according to our standing orders, when the Speaker recognizes a member who is rising, that member is supposed to speak.
In this case, not only did the member not rise, but even when the Speaker recognized him, he refused to speak. I rose. Therefore, it seems to me that I should be allowed to speak.
