General Hood confirmed that it was the Liberal government that created the deficit. The Liberals increased the number of jets that the Royal Canadian Air Force must have available at all times.
Thus, it is not a matter of national security, but rather a political decision meant to justify the Liberals' desire to purchase the outdated Super Hornet immediately.
