Petitions November 29th, 2010

Mr. Speaker, I am presenting today a petition signed by Quebeckers who refuse to see the weight of Quebec in this House be reduced.

The Conservative government introduced in the House Bill C-12, to increase the number of seats from 308 to 338. But this increase would only be for Ontario, British Columbia and Alberta, which would mean that Quebec's weight would be reduced from 24% to 22%. We know that, in 1867, Quebec's weight was 36%. Yet, Quebec was recognized as a nation by this House. Clearly, this is one way to muzzle our nation, and also to fight the Bloc Québécois, because this is the only way this government has found to try to secure a majority.

The petitioners ask that a minimum representation threshold of 25% of seats be set for Quebec, so that our nation is represented adequately in accordance with its political weight.

Official Languages November 29th, 2010

Mr. Speaker, given the appalling way French was treated at the Vancouver Olympic Games, particularly during the opening ceremonies, who is to say that the same thing will not happen at the 2015 Pan American Games in Toronto? After all, the agreement between the government and the Toronto organizing committee is just as vague as the one for Vancouver.

Given the language fiasco in Vancouver, how could the federal government fail to nail down language clauses before signing half a billion dollars over to the Toronto 2015 organizing committee?

Quebec City Arena November 25th, 2010

Mr. Speaker, the Prime Minister is meeting with Bonhomme Carnaval today. This is good news for Quebec City. But the minister responsible for the Quebec City region has been promising for some time to set up a meeting between the Prime Minister and Mayor Labeaume to discuss the federal contribution to the construction of the multi-purpose arena in Quebec City.

When is the Prime Minister going to give the mayor of Quebec City the same consideration as he gave Bonhomme today? What is he waiting for?

Contaminated Water in Shannon November 25th, 2010

Mr. Speaker, on the topic of TCE contaminated water in Shannon, the House ordered the government to produce analysis reports from the Valcartier military base's water supply system dating back to 1970. Quebec's National Assembly unanimously supports this order for the production of documents. The government has continued to refuse to make public these potentially incriminating documents.

Out of respect for Shannon's numerous victims, does the government intend to produce the reports as quickly as possible, as it has been ordered to do by the House?

That the House issue an order to produce a copy of the aqueduct system analysis reports for Canadian Forces Base Valcartier, Quebec, from 1970 on.

Democratic Reform November 24th, 2010

Mr. Speaker, we have lost count of the number of times that the Prime Minister and his Justice minister have complained about the big, bad Liberal senators getting in their way. The member for Montmagny—L'Islet—Kamouraska—Rivière-du-Loup claims that it is legitimate for unelected senators to block bills passed by elected members of the House of Commons, as they did with respect to a bill on climate change. Does this not further demonstrate how hypocritical it is on the part of the Conservative government to have no qualms about taking advantage of the system, once it gained control of the Senate, even if it meant abandoning its so-called democratic principles?

Laval University's Rouge et Or November 23rd, 2010

Mr. Speaker, on Saturday, the Laval University Rouge et Or captured the Uteck Cup on their home field with a dramatic last-minute 13 to 11 victory over the University of Western Ontario Mustangs.

The game, which was played with the chill of winter in the air, came down to the final play, with the Mustangs' failed attempt at a field goal. I would like to highlight the performance of Christopher Milo, who scored four field goals and added a rouge, notching all of the points for his team and thereby earning the title of game MVP. As a result of this win, the Quebec university football dynasty will make its sixth appearance at the Vanier Cup, which determines the Canadian champion.

The win is even more gratifying for the Rouge et Or since the final match for the prestigious championship trophy will also be played on its home field at Laval University's PEPS Stadium.

The Bloc Québécois wishes the Rouge et Or and coach Glen Constantin the best of luck and a glorious victory on Saturday.

City of Lévis November 22nd, 2010

Mr. Speaker, I have checked with the people in charge of the 2011 festivities and, contrary to what the Minister of Canadian Heritage claims, Lévis will get only $1 million from the cultural capitals program. Yet Vancouver, which is in the same category according to the program criteria, will get $1.75 million.

Can the minister tell us whether Lévis will at least be treated like Vancouver and also receive $1.75 million from the cultural capitals program?

Contaminated Water in Shannon November 16th, 2010

Mr. Speaker, the people of Shannon now feel it is up to Société immobilière Valcartier to take legal action against the federal government and ask it to repay the $800,000 spent on decontaminating the former Canadian Arsenals lands.

Since the government partially acknowledged its responsibility by assuming the costs of decontamination up until 2007, does the Minister of National Defence not feel that it is time to compensate the victims for its negligence and decontaminate all of the sites?

Contaminated Water in Shannon November 16th, 2010

Mr. Speaker, last weekend the Shannon citizens' committee held its second annual day of remembrance for those killed by exposure to TCE. The families and victims in Shannon took that opportunity to express their anger and confusion to the government, which is adding to their pain by not telling them the truth.

How can the government still not acknowledge its responsibility in this human and environmental disaster?
