The Environment December 8th, 2014

Mr. Speaker, our government is working with its international partners to reach a fair and effective climate change agreement.

In fact, this evening, in Lima, Peru, the Minister of the Environment is hosting an event to highlight the importance of incorporating traditional knowledge in environmental decision-making. Key countries and international organizations will discuss how traditional knowledge can support the development of successful environmental policies and programs.

Canada has worked to promote traditional knowledge through its chairmanship of the Arctic Council. The Minister of the Environment has seen first-hand how traditional knowledge improves our understanding of the world around us. It is our hope that the discussion will promote the use of this knowledge in environmental decision-making at the domestic and international levels.

Mr. Speaker, we have always been clear that all levels of government and industry have a role to play in addressing climate change. The provinces and territories are implementing their own programs and measures that will contribute to further reducing greenhouse gas emissions.

Our position is clear. We will do our part without the Liberal and NDP job-killing carbon tax, which would raise the price of everything.

Mr. Speaker, that is ridiculous. Our government wants to reach a fair agreement in Paris that includes all emitters and all economies. It is important that this agreement be durable, flexible, and effective. Meanwhile, Canada will continue to take concrete actions to reduce greenhouse gas emissions while keeping the economy strong.

It is important that Canadians know that Canada emits less than 2% of greenhouse gas emissions globally and that Canada's per capita emissions are now at their lowest level since we started recording them in 1990. Let us compare that with the Liberal record, when greenhouse gases went up by 30%. That is unacceptable. We are committed to getting results.

Mr. Speaker, when it comes to oil and gas regulations, the member knows that this is a continental issue that needs a North American solution.

Our government will continue to work with the Obama administration on reducing greenhouse gas emissions for the oil and gas sector. We feel it is best to align with the Obama administration, as we have already done in the transportation sector.

We will continue to protect the environment and reduce greenhouse gas emissions in a way that maintains job creation and economic growth, and we will do it without that job-killing carbon tax.

Mr. Speaker, as I have said before, we are working with all of our international partners so that we have an effective agreement. We are very proud of our record. We are a founding member of the Climate and Clean Air Coalition. We have made significant investments to help support green energy and infrastructure internationally. We have one of the cleanest systems in the world. We have already regulated the transportation and electricity sectors. We are planning to reduce HFCs, one of the fastest growing greenhouse gases in the world.

Thanks to these actions, carbon emissions will go down close to 130 megatonnes from what they would have been under the Liberals, and we have done it without a job-killing carbon tax.

Mr. Speaker, when we are talking about international agreements, we have stated consistently that, in any agreements to reduce greenhouse gas emissions, all major economies and emitters must do their part.

Recently, we saw the U.S. and China, who account for 39% of global greenhouse gas emissions, get together and have some discussions. Canada only emits 2% of global greenhouse gas emissions.

In 2012, for example, to answer the member's question, Canada's greenhouse gas emissions were roughly 5% lower than 2005 levels, while the economy grew over 10% during the same period. It will continue to do this without a job-killing carbon tax.

Mr. Speaker, the government is committed to protecting our environment. Since we formed government, we have created two national marine conservation areas, three marine protected wildlife areas, three national wildlife areas, two national parks, and a national historic site.

We are committed to our national sites, and it is a shame that the NDP does not support this action.

Mr. Speaker, our government is protecting the environment while supporting economic growth. This clean energy project underwent a thorough independent review. This process included meaningful and respectful consultations with 29 aboriginal groups.

BC Hydro must meet 80 legally binding conditions, and failure to do so would be a violation of federal law.

Mr. Speaker, our government is protecting the environment while supporting economic growth. This project will provide thousands of direct and indirect jobs and provide clean renewable energy for the next 100 years. Of all of the possible ways to generate energy, this project would have the lowest level of greenhouse gas emissions. The project underwent a thorough independent review and extensive consultations with the public and aboriginal groups.

I am amazed to see the member opposite opposed to this project. Maybe that is because the New Democrats would rather see a job-killing carbon tax.
