Supply  Mr. Speaker, clearly this debate raises the ires and passions in the House like few others. In my riding of Skeena--Bulkley Valley, this is the most despised federal agency we have, the one that has the least amount of credibility on the ground and the one that has managed its file most poorly, and that is saying something when we get to federal agencies.

Canada National Parks Act  When I look at the map of this area I see a number of little pieces of land which are listed as being Indian reserve land, IR, but nobody lives on them. They are not a place to live, even though they are on reserve, but what the bill would do for these 10 reserves is to provide that these people have additional land, as my hon. colleague mentioned, for the building of houses and so on.

Criminal Code  It is no secret that we on this side of the House have long advocated repealing section 745.6 of the Criminal Code. This has raised the ire of many criminal rights activists who have argued that locking away a murderer for 25 years is a waste of a person's life. They forget about the trauma that is created in a community when another murder takes place, and I do not care if the murderer is an adult who is 50 or 70 years old or a young offender who is 15 or 16.

Supply  He was somewhat critical of the government in terms of how it acted in light of the SARS crisis, and I think I can use the word crisis without raising too much ire, and suggested that the government could do a better job. The member was right in raising the fact that he was somewhat critical. There is a lot of uneasiness in the country in terms of how the minister responded to that.

Parliament  Our sad demise is flourishing around us as this democratic institution, a guardian of democracy and a place to be regarded as a model for decision making and open debate is being throttled and stalled. The dog and pony budget show emanating from the Ontario government has drawn the ire of the Speaker of that house, as it should. But hey, we have our problems too. The provisional government of the Liberal Party of Canada has reached its long arm into this place too. Whether it be pronouncements on the first nations governance act, or star wars, or same sex marriage, we see the shadowy powers of the former finance minister calling the shots and laying out the orders of the day.

Supply  At the end of the day when we talk of issues like same sex marriage, child sexual predators, who are basically under house arrest and allowed to walk freely in the streets, and granting prisoners voting rights, those issues raise the ire of a lot of Canadians. They really are left scratching their heads about how things like this can happen. It comes back to the supremacy of Parliament. It comes back with a government that is strong and brave enough to confront some of those issues head on and bring in legislation which is more consistent with the true values of Canadians.

We will now be able to move to a program similar to that in the United States IR-4, but the application for those products first has to be applied for. We will then make sure that the application for those in use in Canada is safe.

The Budget  With these realities, we have the potential, and we should make it our economic goal, a goal for future budgets, to make Canada the number one tax jurisdiction with the lowest tax rates in North America. It is amazing that a statement like that would draw Liberal ire. It tells us something about their priorities. Those gulls are squawking over there. The Canadian Alliance would immediately eliminate all taxes and tax increases originally brought in to reduce the deficit.

Canada Elections Act  When I raised the voluntary nature of the U.S. presidential matching fund system, what he apparently did not know was that taxpayers could designate on their IRS tax form whether they wished a portion of their taxes to be directed toward public funding for presidential campaigns. It is not mandatory for taxpayers. They are not compelled against their conscience to finance political campaigns which they may find abhorrent.

Supply  I believe that the eight previous attempts have failed because the Wheat Board has not been proven to be doing anything illegal according to international trading rules. The board's sin, I think, and the one that raises the ire of the Americans, is that it is doing a reasonably good job of marketing Canadian grain, something the American government and American based multinationals have trouble accepting. The motion today has been carefully timed to coincide with elections of Wheat Board directors which are occurring this month.

Main Estimates, 2002-03  I know he has a very deep and genuine understanding of the need for greater democracy, which is also very much a part of this debate and very much a part of the effort that has to be undertaken by governments of all levels to reinforce and reinstate some ethical standard and some public confidence. I want to go directly to the question that I believe has raised the ire of Canadians when it comes to obligations that exist, perceived or real, and the response by government to in essence enter into a power buying arrangement wherein it receives something of benefit and in turn the obligation to support, either through electoral or through financial means.

The Prime Minister fights to remove over $7 billion from the consolidated revenue fund to patronage bodies that are open to abuse and are exempt from the oversight of the auditor general.
