Division No. 72  The big issue in this set of amendments is contained in Motion No. 43 which was put forward by my colleague from the Progressive Conservative Party to remove the inclusion clause. If there is one clause in Bill C-4 which has raised the ire across the board of western Canadian farmers it is the inclusion clause. The government knows it. There were many submissions and presentations made to the government in committee and across the land against the inclusion clause, and yet the government and the hon. member for Malpeque will not stand to defend it.

Access To Information Act  Testimony at the Somalia and Krever inquiries have led Canadians to believe it is not uncommon for officials to lose, destroy or tamper with documents. Those cases are only the two recent examples which have raised the public's ire. In the 1996-97 annual report of the Information Commissioner, specific recommendations are made with regard to the need for sanctions. These recommendations resulted from the commissioners' investigations which were prompted by the Krever commission and the Somalia inquiry where the issue of document tampering and record destruction was raised.

Income Tax Conventions Implementation Act, 1997  Another unfounded concern that came up in committee is that Reform is trying to delay the issuance of cheques owed to seniors by not allowing Bill C-10 to be fast tracked through the committee. Bill C-10 provides for the partial or full refund to some seniors of the IRS to a 25% withholding tax which occurred because of the original Liberal bill that was flawed. The government has also said that Reform is doing this in an attempt to protect a small group of high income seniors from taxes.

When this protocol is passed by both governments the IRS will cut a chunk to Revenue Canada and Revenue Canada will turn around and distribute that money back to those lower income seniors. Tobacco Act  This we cannot ascertain for the moment, but to conclude I will invite the government to think about the political impact of the steps it is taking now. Today it saw in the streets of Montreal and elsewhere the ire directed at its bill. I believe this is an argument it will listen to even if it does not want to listen to other more economic ones. For all these reasons, I urge the government to think twice about this, to change its position and offer solutions that will allow sports and cultural events to survive and have an adequate economic impact in the years to come.

Supply  I said to them that they had to understand that in Revenue Canada I have responsibility for what is effectively their IRS, their customs administration and their trade administration. They sucked in their breath. They could not believe it. I said yes, and you could not do that in the United States but because of the way we have organized ourselves, because of our size we could bring and house these separate entities together so that our citizens can contact the government more effectively and efficiently.

Privilege  Referring to committee the case of the member for Charlesbourg and the press release in question would be to brand him guilty, in advance, of sedition, without actually using that term, because it would not fly in Quebec. It would allow the member for Charlesbourg to fall victim to the ire of certain people who cannot accept that a political plan such as ours is allowed to be expressed freely in this country and in this Parliament. It would be as if 50 per cent of Quebecers were dragged before this committee without rules to defend themselves simply because they have committed the crime of being sovereignists.

Taxation  Due to recent changes in the Canada-U.S. tax treaty over 81,000 Canadians who receive U.S. social security have witnessed one-quarter of their benefits disappear at the hands of the IRS. Many of these are low income seniors. Americans who receive similar payments from Canada are allowed to seek a refund, but this is denied Canadians. What is the Minister of Finance doing to redress this inequity in tax treatments of low income seniors?

Criminal Code  Another section which needs serious revision is the controversial hate section 718.2. It has raised the ire and concern of many Canadians. Section 718.2 stipulates that a court which imposes a sentence shall also take into consideration that sentences should be increased or reduced to account for any relevant, aggravating or mitigating circumstances relating to the offence or the offender.

Immigration  Then, visas were denied to three Algerian actors, who were to put on a play at the Theatre Festival of the Americas denouncing the rise of fundamentalism in Algeria. Now, two Algerian grandmothers are drawing the officials' ire. These women are over 65 years old and want to visit their children and grandchildren living in Canada, as they have done in the past. We could talk of bad faith. The question is, does it lie with the ambassador or with the minister.
