Speech From The Throne  Madam Speaker, I want to comment on some of the remarks by the hon. member, some of which were regrettably partisan, to the Speech from the Throne. There were some very eloquent remarks from the member from Scarborough Centre on Canadian patriotism and the importance of national unity.

Speech From The Throne  Madam Speaker, I would like to congratulate the member on his eloquent speech in reply to the Speech from the Throne. During the member's comments he indicated that he felt the government had restored health to the nation's finances. I wonder if the member could comment on what his definition of economic and fiscal health is.

Customs  Mr. Speaker, Dennis Coffey, a veteran customs inspector, has alleged that the former head of customs at Pearson airport cut secret deals with certain trucking firms to bypass customs clearance. In fact he alleges that the revenue department has knowingly allowed over a million shipments of commercial cargo to escape customs control.

Customs  Mr. Speaker, the minister seems to think that his officials are flawless. Evidence has been introduced at a hearing and Mr. Coffey has made the allegations publicly. I would be happy to table them in the House. We have learned also that the minister has instructed his lawyers to muzzle and intimidate Mr.

Taxation  Mr. Speaker, my question is for the Minister of National Revenue. Last summer the Tax Court of Canada struck down a cruel effort by the minister's department to impose back payroll taxes on Mrs. Janice Collingridge, a severely disabled, low income, non-verbal quadriplegic. The minister's lawyers said that by contracting care givers to help her live at home she was running a business in her home and was therefore assessed nearly $5,000 in back payroll and CPP taxes and penalties.

Taxation  Mr. Speaker, frankly I am shocked at that answer. This is a simple question. Can this minister not stand up in this House and say that it is not the policy of this government to pursue and chase down severely disabled Canadians in the courts to try to squeeze money out of them? Are they or are they not running businesses by employing personal care givers at home?

Speech From The Throne  Mr. Speaker, I would like to thank the hon. member for his kind words and extend some of my own. I have enormous respect for the hon. member for Broadview—Greenwood's long and principled crusade for tax reform in this country. He has been against the stream in his party and his government in calling for a single tax that would ultimately give Canadians what I advocate as well.

Speech From The Throne  Mr. Speaker, I would hate to point out to the member that they won a majority government but with the smallest percentage of popular vote in Canadian history for a majority government. If that is not chastisement with a divided opposition, I do not know what is. We still see the Liberal arrogance creeping into that member's comments.

Speech From The Throne  Mr. Speaker, talk about Orwellian rhetoric. My goodness, that is quite a question. I am not sure whether the member is from the Liberal or Tory party seated to my right and I am not sure that it matters. The simple answer is yes, we did call for the elimination of the deficit and the reduction of the debt, not as an end in itself but as a means to an end.

It is a great thing to see you there. It is a great thing for your constituents as well. I would also like at the beginning of my maiden speech in the House of Commons to thank my constituents for this great privilege.

Program Cost Declaration Act  It has been supported in statements from the auditor general and the Canadian Taxpayers' Federation. The retiring president, Mr. Jason Kenney, has said that he supports the legislation. James Forrest, the executive director of the Alberta Taxpayers' Federation, has indicated that they support it. During the first hour of debate it received fairly favourable reviews from MPs representing all the recognized parties in the House.

Program Cost Declaration Act  He has put behind him a variety of well known organizations such as the Certified General Accountants of Canada. I note that the organizations include the Canadian Taxpayers Federation and its chairman Jason Kenney. The federation has its provincial organization in my riding. He commented on this as being common sense in the Commons. Such flattery speaks to the importance and the timeliness of this bill.

The Budget  Earlier this week the minister stated that virtually everybody at the pre-budget consultation conferences supported augmenting the revenue side. Mr. Jason Kenney, national director of Canadian Taxpayers Federation and a great many other people have advised me that as participants at the Calgary conference, every workshop called for no increase in taxation.
