Democratic Reform  I encourage the provinces to do that. They have the power to make amendments through their legislators. Nonetheless, it is clear that Canadians do not want constitutional negotiations.

Employment  The reality is that the number of applications for temporary foreign workers has dropped this year by 30% thanks to the changes made by this government. Our position is clear. Because we stand up for Canadian workers, it is one of the reasons why, and I just cannot help mentioning this, we saw in the report last week that the Canadian middle class was doing better than the middle classes of just about any country.

Employment  For the past three years, we have been making changes to the program, and our position is very clear. We will never allow an employer to use a temporary foreign worker when a Canadian is available.

Democratic Reform  Mr. Speaker, our position is clear. Voting is very important in a democracy. It is essential that voters establish their identity in order to ensure the integrity of elections. Our position is well known and is supported by Canadians.

Democratic Reform  Mr. Speaker, let me make it clear to seniors, who, of course, are very strong supporters of the Conservative Party, that the various ways that they can demonstrate their identity and vote are through a health card, an old age security card, a hospital/medical/clinic card, hospital bracelets worn in the case of long-term care facilities, statements of government benefits, a public transportation card or a library card, along with all other pieces of identification that are available to a broad range of Canadian voters.

Democratic Reform  I do not think Canadians agree with the notion that elections should be decided by people who cannot indicate any form of identification. In terms of Elections Canada, we have been very clear. Elections Canada has a job to do. That job should be done in such a way that the rules are applied consistently and that the organization itself, like all institutions of government, is held accountable for its actions.

Ethics  Mr. Speaker, we have already answered those questions. We have been very clear. My practice as Prime Minister is that any use I make or anybody else makes of the Challenger for anything other than government business is reimbursed immediately at commercial rates.

Ethics  Speaker, clearly what the Leader of the Opposition says are not the facts. The RCMP has been very clear in terms of the matter between Mr. Duffy and Mr. Wright that I was not informed of that. The RCMP has been crystal clear on that.

Ethics  Speaker, once again, this question has been asked and answered on many occasions. As we know, the RCMP has thoroughly looked at the matter and been very clear that I had no knowledge of the discussions to which the hon. member refers.

Ethics  Mr. Speaker, as the RCMP made very clear, this government, this administration, has turned over all emails and all information in our possession and turned them over as soon as we had them, and the suggestions contained in the preamble of the question are completely false.

Foreign Affairs  Speaker, the Minister of Foreign Affairs informs me that the ambassador has just arrived and will be meeting with him later today, but let me be absolutely clear in terms of what we have said about this. Under the current situation, all of our economic and diplomatic bilateral relationships with Russia are under examination and will continue to be under examination.

Foreign Affairs  Mr. Speaker, just to be clear, all of our G7 partners have suspended their preparations for the G8 summit in Sochi. It is my view that all of these actions, including the suspension of G8 summit preparations, should remain in effect until such time as President Putin's government leaves all occupied sovereign Ukrainian territory.

Democratic Reform  The leader of the NDP keeps descending into these conspiracy theories. There is a bill before the House of Commons. The government's proposals are clear. Whether the opposition members agree with them or not, they should at least read them, understand them, and we can have a debate.

Taxation  Mr. Speaker, this government is clear. We will look at tax cuts for Canadian families when the budget is balanced. This party understands that a budget does not balance itself. Income splitting was a good policy for Canadian seniors and it will be a good policy for Canadian families.

Small Business  Speaker, of course the Leader of the Opposition raises an issue, a particular policy that he has voted against multiple times. We were very clear that it was a time-limited policy. We have now frozen increases to EI premiums. Those will be falling in the future. What small businesses said very clearly to the NDP is they do not agree with the NDP's plans for tax hikes of their CPP premiums.
